Field Officer - Should Have A "car"

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects aiming at providing assistance to the Syrian refugee populations affected by the conflict in Lebanon as well as Vulnerable Lebanese host community. Through child protection projects, basic assistance and food security, SIF contributes to the improvement of the well-being of the children and their families. In response to the current crisis in Syria, SIF want to extend its humanitarian response with a new food security project, aiming at scaling-up its emergency support to Syrian refugees and affected population and support the Lebanese Farmers. In view of the operation scale up, SIF is currently recruiting a Women mobilization and Nutrition/Food Technology Officer to begin immediately. The Women Mobilization, Nutrition and food technology officer will be based in Shouf with frequent missions in Beirut for coordination, meeting, and networking. The officer would also be available to travel all around Lebanon when required.  Furthermore, the officer will be in contact with SIF beneficiaries such as farmers, cooperatives, food processors, public and private organizations and others to help make sure that women beneficiaries are properly engaged in the project. Some of the main activities the officer will engage women in are food processing, chicken raising, and all kinds of trainings. The officer is part of the SIF-Lebanon team and will be under the line management of the Food Security and Livelihood Manager, or his designee. MISSION CONTEXT Based on a SIF study on “Resilient Livelihoods for Farmers of Rachaya, Zahle and Shouf Following the Syrian Refugee Crisis”, SIF designed a Food Security and Agricultural Livelihood project that aims at: -          Offering technical and financial assistance to farmers and rural women cooperatives in the aim to increase the added value of their products. -          Develop and support a marketing strategy for farmers and cooperatives -          Capacity empowerment for rural women cooperatives for a better quantitative and qualitative production. The Project is part of a longer term strategy aiming at supporting and reinforcing capacities of local stakeholders, mainly farmers, local rural women cooperatives, and related governmental entities (MoA and MoPW). The women mobilization, nutrition and food technology officer is the direct link to the beneficiaries, especially women beneficiaries and prospective women beneficiaries, to help in assessing their needs, help in formulating with them and with the experts the appropriate solution and issues that need be taken into consideration to help in engaging and mobilizing those women. The officer also provides follow up and monitoring of project implementation plus reporting to the FSL Manager as needed. S/He is an active member of the Food Security Team to help achieve the expected results for the project.   MAIN RESPONSABILITIES  Nutrition/food technology officer .   In the domain of Technical cooperation and support for the success of the project, the officer will do the following in Nutrition and Food Technology Plan, implement and supervise food processing work in Shouf in agreement with PM. Coordinate with other FSL team members and with other SIF Partners on all SIF FSL activities related to food processing. Actively contact municipalities, mayors, NGOs, local organizations, youth community groups, and other stakeholders in Shouf region in coordination with PM. Help draft agreements that show rights and responsibilities of the beneficiary vis a vis SIF.  Ensure that FSL beneficiaries are abiding by the agreement with SIF.  Make sure that food processing training and actual processing is done under good processing standards in terms of hygiene, critical control points, hazard analysis, etc Provide assistance in technical food processing training to local beneficiaries as needed Interact with cooperatives and NGOs and local producer groups in defining the technical needs in the food technology projects and in other projects that involves women. . coordinate with other donors and stakeholders on food security and agricultural livelihood sector (WE initiative of the BLC, ministry of state for women’s affairs, etc). Inform management of any potential project that could support the women in Food security Run timely meetings with women groups and women processors and farmers and try to help organize individual entities into some informal or formal grouping. Collect data of beneficiaries, disaggregated by gender and age. Help collect data and info for Business Development to do feasibility studies, financial forecast, and finance needs for enterprises, cooperatives and other ventures as needed by project, especially those linked to women Participate in the elaboration of the project: needs assessments, baseline survey, and proposal of actions. Assist in the structuring / revitalization of women centered cooperatives, Help to organize and implement food aid (voucher or parcel) distribution if necessary, Assist in the market research to help in the development of a market-oriented agricultural production system, Help in monitoring and evaluation, help in the surveys, assist in measuring the realization of the projects and propose technical adjustments to projects. Undertake situation analyses and needs assessments Maintain confidentiality at all times Identify potential partnerships to implement the program, make recommendations on how to fill gaps Help in developing technical training programs in food processing and assist in capacity building for women beneficiaries Provide field reports on weekly basis that have details of the daily activities, people met and so forth. Provide monthly and quarterly reports to supervisors In terms of community mobilization, the officer will:   Coordinate and help run round tables, Focus group discussion and meeting with women groups, individual women and stakeholders; partners in the FSL project. Actively mobilizing women and making sure project is tailored to meet the needs of women in terms of training, working sites, timing, Make sure master trainers are aware of women needs to participate in the trainings Doing all the day to day work related to women engagement, in the field and at the office Help in the selection of women beneficiaries Help in assessing training venues Help in assessing training curriculum, agenda, hours and so forth Help in assessing training equipment and tools for safety and risks. Do other tasks as requested by PM     Logistic (should have a car to be used on the project)   In case of emergency and need for a car and only in very limited situations, Candidate is to abide by car management protocol, plan the vehicle use and trips ahead of time based on agreement with PM Supervise the local contracts management from a technical point of view (suppliers, trainers, etc.). To supervise SIF technical tools and equipment use by farmers, food processors, and cooperatives and report to PM. Be aware of any Health, safety, security and environmental (HSSE) issue that arise and pin point/report any potential hazard impacting HSSE Representation (when requested by line manager)   To represent SIF FSM with operational partners and to the local authorities on community and Nutrition/food technology issues. To attend meetings, working group and donors meetings linked to Shouf and food security when asked by the FSL Manager.   Reporting Reports directly to SIF’s Beirut Office, to the Food Security and Livelihood Manager. S/he will submit the following reports at the end of each week: Centralize all information gathered in the field and consolidate a Monthly report (into the proper reporting format) to be delivered to the program manager; The Narrative Report which includes: the number of beneficiaries, actions taken, number of field-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution Provide regular reporting on your activities and Weekly update – numbers of beneficiaries and households visited segregated by age, gender,  needs and vulnerability Help in drafting reports according to the requested deadlines and guidelines. To help in getting the needed data as needed To inform immediately the line manager of any delay, conflict, problem encountered as part of the project implementation. Plus other tasks requested by the line manager or his designee Person qualifications University degree in Nutrition/Food technology Minimum 3 years of previous experience or 1 year and a master’s degree in a discipline linked to the position food processing, Nutrition) Experience in community mobilization with women and gender empowerment projects Knowledge of issues relating to refugee women, gender, humanitarian and development issues, and protection response Strong interpersonal skills and a supportive technical and communication style Ability to understand the cultural and political environment and to work well with partners including local authorities. Confident and proficient in the use of MS Office, especially Word and Excel. Experience in the Shouf. region  An understanding of and commitment to SIF’s mission and values   Ethic and professional practice Always respect of beneficiaries’ confidentiality Respect and promote SIF’s Policies and report to your line manager any non-respect of SIF’s policies amongst the teams or partners.
