GENERAL RESPONSIBILITIES
To support the mission in implementing the current HR policies and package.
To ensure proper compensation and benefits' administration, contracts management, staff development and training, employment policies, personnel record-keeping, workers compensation and medical benefits systems.
The HR Officer will report directly to the HR Manager in order to ensure sufficient follow up, however the overall HR management of the mission remains the responsibility of the HR Coordinator.

Basic computer skills, including e-mail, word processing and spreadsheets
Advanced skills on Excel
DETAILED OBJECTIVES AND TASKS
Objective 1 - Staff Management - Implementation of HR policies and Administration
Implement the national staff regulations and related policies and propose changes when necessary, in order to continue complying with labor laws. Any adjustment of existing HR policies will require prior discussion with the HRCo and his validation.
Apply and make sure that Action Against Hunger texts and the charter are applied
Assure that the Staff regulations as well as the Labor Laws of Lebanon are being followed at bases and mission levels. Arise to HR Manager situations
Follow-up on the attendance requests, record the data and prepare a report for the base working days per month
Ensures HR administration is accurately maintained as per Action Against Hunger and local regulations
Ensuring the proper filing and completion of personnel files are maintained for all locally hired staff.
Prepares and monitors the details of all local labor contracts. Ensures all staff has valid employment contracts and updated job descriptions.
Follow up on annual leave planning and execution of the bases
Ensure each staff in the mission has a valid ID card
Support the HR Manager to Cross Check individual staff files; Carry out personnel files’ audits periodically
Responsible for collecting monthly timesheets for expatriates
Objective 2 – Pay and Benefits: Implementation of Policies and Payroll Management
Responsible on sending attendance report for the HR Manager to prepare the payroll
Providing the personal data and bank details for the HR Manager to include in the HR Payroll database.
Follow and revise attendance sheet, and provide it to HR Manager
Objective 3: Support the Recruitment for Zahle Base
After receiving the shortlist from HR manager, record the applicants’ data in the Recruitment Follow-up
Arrange and organize the test sessions and interviews
Welcome applicants, take copy of their IDs and monitor the test sessions to avoid scheming.
Report HR Manager any difficulties encountered
Organize and ensure follow-up of the recruitment process
Prepare the contracts renewals and ensure timely renewals received by all staff
Prepare the welcoming documents for new employees
Objective 4 – Onboarding and Exit: Managing all the steps
Support the HR Manager in organizing the induction process for new staff (including briefings)
Create the new employee’s file
Prepare the NSSF and MoF registration of new employees and deregistration of departure employees
Sending email to Insurance to Register and deregister employee
Prepare the Exit Documents for departure employees
Objective 5 – Overall HR tasks
Assist in training the staff in the use of HR tools and policies (including the Code of Conduct)
Keeping track of all benefits to ensure the systems and providers are working in compliance with HR procedures/contracts
Inform the HR Manager by the phone recharges needs of the base, and distribute the recharges
Scanning employees’ files
Objective 6 – Overall Management of the Base and Reporting
Ensure Internal Communication on Regulations Rule
Ensure Internal Communication on New employee
Ensure that Action Against Hunger policies and procedures are monitored and maintained.
Follow the HR calendar (monthly and annually)
Objective 7: Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 8: Support humanitarian activities of Action Against Hunger
Support the emergency interventions of the organization as per the employee’s abilities.
Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
