Protection Manager - Partnership Program

JOB SUMMARY: Protection Manager will manage protection components of CARE programmes. The strategic focus of the programmes has been on gender-sensitive WASH, livelihoods and rapid response programming. CARE is now expanding into community-based protection services and is therefore seeking a manger who will be responsible for leading on implementation of protection activities.   The position of Protection Manager is key to CARE achieving its long range objective that the most vulnerable are empowered and practice economic, social, civil and cultural rights along with the objective for key protection concerns to be addressed and mitigated in CARE emergency programming. The Protection Manager will report to the Area Manager and cooperate closely with the programme team as well as Programme Quality team and CARE regional office.    RESPONSIBILITIES AND TASKS: Project Management & Strengthening of Protection Programming (45%) Manage protection components of ongoing and upcoming projects, i.e. select partners, define activities, set up indicators, monitor projects budgets and deliverables, prepare donor reports and other reports as required, document and disseminate best practices and lessons learned etc. Coordinate daily activities with partners and consultants in the field Liaise with appropriate program support departments, including logistics, procurement and finance to ensure program is meeting associated requirements and regulations Manage partner relationships, including overseeing partner budget management and workplan tracking Support with translation of documents, qualitative assessment data, and other documents as needed Support translation during calls and online meetings as needed Work with other program teams to ensure that protection and gender are adequately mainstreamed into all activities   Training, capacity-building and support of local implementing partners and CARE team (35%)   Develop training materials for CARE staff and partners, i.e. draft documents and presentations, translate, and engage with procurement team to identify service providers as needed Identify areas for capacity strengthening with partners and work with Partnership Manager and other teams to develop and follow through on detailed capacity building plans Deliver training for local implementing partners on how to provide and set up psychosocial support groups, key basic concepts of psychological first aid and deliver training package on thematic areas including prevention of child marriage and mitigation of sexual and gender based violence (to be adapted according to region in which partners operate) and Do No Harm Keeping up to date with best practices in gender and protection in order to act as an expert; providing advice and guidance as required Act as a point of contact for local implementing partners and to provide continuous support and technical advice wherever relevant Provide information and relevant reading materials (protection related) to staff and partners With Partnerships Manager, develop and maintain an updated comprehensive database of partners involved in protection work and collaborating agencies  Program Development and Reporting (10%) Prepare inputs for CARE sitreps Contribute to donor reporting through preparation of programmatic updates and reviewing relevant monitoring data Gather data from partners to inform program and proposal development; support the development of proposals and budgets Support other program teams to ensure that protection is effectively mainstreamed by identifying specific, concrete actions that can be taken within ongoing activities Research best practice, developing performance standards and methodologies in protection; participating in research and taking part in trials of new approaches & interventions as requested Review program documents and contribute to the development of the overall program strategic plan Ensure alignment of protection plans with CARE global strategy, in particular regional strategy and objectives  Coordination (5%) Prepare inputs for coordination meetings (4Ws and programmatic updates) Support external representation as needed, especially in meetings with operational partners, other actors working in the sector, and donors as needed   Other duties as assigned (5%) Experience Required: Experience in delivering psychosocial support and case management for survivors of GBV.  Desired: Experience in remote management Expert understanding of NGO compliance requirements and regulations Strong experience in delivering training on key protection concepts. A proven record of effective project management, including project planning and integration of gender and protection in all phases of the project cycle. Knowledge of gender issues is an asset Managerial Know how Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. This position requires Diverse managerial know-how: Operational or conceptual integration or coordination of activities that are relatively homogeneous in nature.
