The Assistant Shelter Officer will be responsible for the implementation of the Shelter component of UNHCR's programme as well as the coordination of the shelter sector at field level. He/she provides functional guidance on refugee shelter issues. The Assistant Shelter Officer supports UNHCR efforts during an emergency and ensures that international shelter standards are met.
The Assistant Shelter Officer position is based in Tripoli and will report to the Field Officer, P3 in Tripoli. The Assistant Shelter Officer will supervise the Senior Shelter Assistant.
The position requires regular contact with programme, protection and field staff in country in order to ensure technical support related to shelter and construction activities. Close and regular contact with technical and non- technical staff of UN agencies, implementing partners, national and international NGOs and government authorities, is essential to discuss matters relating to shelter and infrastructure coordination. The Assistant Shelter Officer chairs the shelter working group.
Accountability (key results that will be achieved)
The shelter needs of populations of concern are met through timely, appropriate, and coordinated action and UNHCR shelter programme is implemented based on updated needs assessment and in accordance with agreed terms and conditions and standards.
Gaps and overlaps in UNHCR funded shelter programmes and unmet needs are addressed, and the activities are oriented to address priority shelter issues.
Responsibility (process and functions undertaken to achieve results)
Coordinate the intervention of shelter partners within the working group, to avoid potential overlap and assuring adequate delivery of services to the beneficiaries while developing, updating and maintaining contingency plans and ensure that longer term needs are taken into account in emergency response planning.
Provide guidance to the shelter sector on standards for shelter and settlements, including minimum emergency standards to meet basic and essential needs, ensuring that sectoral strategies are updated reflecting the continuous development of the operational context, partners capacity and involvement are adequately mapped out, limiting duplication and ensuring adequate coverage of gaps, resources are available to address priority needs, contribution to appeal process are provided in timely and efficient manner.
Ensure that UNHCR sectoral programmes are efficiently designed, implemented and monitored.
Advise UNHCR programme and management on budget planning for the Shelter sector.
In collaboration with UNHCR programme colleagues, monitor implementing partner's implementation progress. Provide technical guidance on routine data collection, develop tools, reporting and sharing among partners. Ensure regular, data analysis, interpretation, reporting and sharing.
Provide inputs into UNHCR-internal sitreps, weekly and monthly reports, donor reports, concept notes, proposal submissions, etc.
Provide technical support to Field Office on shelter issues and identify the most appropriate solution to the shelter needs together with local authorities and implementing partners.
Promote the sustainability of technical interventions through local capacity building in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.

Intervene with implementing partners on shelter issues. Decide priorities in the designing of implementation plan, in consultation with supervisor. Advise on implementing partners selection.
Enforce compliance with, and integrity of, all shelter standard operating procedures.
When required, represent UNHCR in meetings related to shelter and liaise with local authorities, NGOs, IPs and other stake holders on shelter issues.
