Water Governance Expert

Responsible for:  the Water Governance Expert will assure the coordination of the activities for reinforcement of capacities for the 3 Water Establishments (North, South and Bekaa) in direct collaboration with the partner ACWUA and under the supervision of the Program Coordinator OBJECTIVES: GVC is seeking a WATER GOVERNANCE EXPERT for supporting the coordination of the national program financed by EU and implemented in collaboration with CISP and ACWUA. MAIN DUTIES AND RESPONSIBILITIES  TECHNICAL Coordinate the activities of capacity building for the 3 Water Establishments (Bekaa, North and South); Support the coordination for the activities of ACWUA with the Water Establishments; Participate to sectorial coordination groups; Water policy analysis; Analyse data collected from surveys and produce statistical reports and publications; Production of capitalisation documents;  PROJECT MANAGEMENT Support the coordination of a water infrastructure and management program; Monitoring and evaluation of activities conducted on the field by partners of the project; Responsible for timely implementation of project activities Production of press releases and communication documents; Organise stakeholders meeting at local and regional level for the implementation of project activities; Liaise and communicate with target communities and local authorities as appropriate and in coordination with the Program Manager To Report to Program Coordinator whatever problem could arise in the implementation of consortium activities Supporting in the identification and elaboration of new project proposals; SKILLS AND COMPETENCE: Knowledge and proven experience in establishing and maintaining effective monitoring and evaluation system for development projects Experience in gathering, analysing and presenting quantitative and qualitative data Experience of using participatory approaches in development projects Ability to take initiative and work independently when needed Excellent facilitation and training skills  Good organisational skills including accuracy, consistency, attention to detail and patience Ability to show perseverance, tenacity and the ability to work under pressure  Previous experience of working on projects related to water QUALIFICATIONS AND REQUIREMENTS MSc or PHD in water related subjects would be considered as an asset Minimum of 4 years of work in development/humanitarian projects Minimum of 1 year covering senior position roles Minimum of 2 year working in water sector Excellent verbal and writing skills in English and Arabic Demonstrated experience with data collection and analysis Proficiency of MS office programs Driving license (mandatory) PERSONAL AND INTER-PERSONAL SKILLS Good communication skills Understanding of and commitment to humanitarian principles and values Highly organised and able to work respecting deadlines Strong sense of responsibility Ability to work independently while at the same time cooperating with other staff members as well as beneficiaries Deep knowledge of rural areas of Bekaa, North and South Lebanon would be considered an asset Being flexible and with the ability to adjust to changes and new requirements Problem solving skills
