Consultancy For Development Of An Online Platform With Offline Data Entry Access

Assignment The ARC programme implemented by the Alliance2015 Consortium (composed of 4 INGOs) in Lebanon needs to rely on a harmonized database system between consortium partners in order to efficiently manage the project data and track its outcomes. Job placement, apprenticeship and connecting beneficiary with correct employer is one of the major outcome among the others. The data emerging from the vulnerable individual support, where over 1500 of beneficiaries will be subject to receive multiple types of programme support in various contexts and geographical areas, will require a more thorough and systematized database system. Thus ACTED is recruiting a MIS Freelancer consultant to design an adapted system which simplifies data reporting and tracking across consortium partners Chain of Command Under the authority of: MEAL Coordinator Working Relations Internal Relations: Consortium Coordinator Country Director of ACTED Projects Managers of all ARC member agencies IM/database staff of all ARC member agencies Donor (based on request) Problem Analysis: The ARC database is to assist in centralizing individual beneficiary information from all partner agencies, regarding all individual-level programme activities and make it useful for the partners like Social Development Centres (SDCs). The key challenge of the online database system is to become a user-friendly system that can be used by all programme partners and important stakeholders, and allow programme managers and MEAL teams to easily obtain needed information. Program partners will also be developing private sector/market resource guide for 18 SDCs. Private sector/market resource guide data will be integrated in to the body of database for efficient job matching services. The MEAL team will also use the online database sample to draw its samples. Objective: To develop an online platform with offline data entry access where partners can feed in relevant program data to ensure harmonized and aggregate tracking and dynamic referrals. User should be able to download pre-set excel sheets for offline data entry which can be uploaded with automatic data extraction facility. The database should have differentiated access to allow stakeholders with different permissions to access specific datasets. Specific Tasks and Responsibilities The specific responsibilities of MIS freelancer/consultant are given below: Program MIS features to meet the changing data and reporting requirements of the ARC program; The application is developed in following: Database                                             SQL Server 2012 Programming Language     C#, JavaScript Web Framework                                 ASP.Net 4.0 Debugging of MIS functioning to ensure its efficient operations; Support in MIS hosting on unique internal IT systems of consortium partners; Technical capacity building of select ARC staff and stakeholders on MIS upgradation (C#, databases, ASP.net etc.; Support in software testing, debugging, data editing/cleaning as per requirements; Any other tasks may ask by the MEAL coordinator regarding MIS features, designs and outputs.  The main tasks related to maintaining MIS application are: Comprehensively understand project needs to develop logical flow, database structure, administration module and other essential elements in the application; Modify and edit application from time to time as requested by MEAL Coordinator based on experiential learning after lunch of application. Identify flow blockades, user interface issues, networking problem and security concerns. Resolve and rectify these identified items over time; Provide server support smooth running of application. The main tasks related to update of Dashboard and reporting module are;                 Comprehensively understand and evaluate reporting module, its programming code and its audience with the help of Consortium partners team The other general tasks and responsibilities are as follows: Maintain regular communication with MEAL coordinator and key stakeholders where necessary, via direct meeting, telephonic and email for tasks covered in scope; Any revision required in the TOR is subject to approval of ACTED; Any change in software specification in one component or in complete application required making it more robust and user effective is subject to approval of ARC Consortium; To the extent possible, seek guidance form MEAL coordinator before troubleshooting any sensitive complex problems that arise during process. 3.               Outputs The main outputs related to maintain MIS application are: Upgraded DIP and beneficiaries list according to Program team needs Software debugging/ error removal and technical assistance Improved reporting patterns such as dynamic to static and vice versa Item wise indicator tracking and addition Lay out view of the system Increased security of the system from unauthorized access Timely responding to queries and updated software with respect to emerging needs. Software is able to generate following outputs; Generating demographic maps based on sex, age, skill set; Generating automatic excel sheet consolidating all beneficiaries of specific project activity. Beneficiary tracking report for an individual from the time of registration in any training course till successful completion. Transcripts and authorized certificates for TVET and professional training beneficiaries. Generating online and printable version of CVS of beneficiaries that can be forwarded to potential employers from private sector/market resource guide database Based on nature of training or skill acquired by beneficiary potential employer can be identified from the private sector/market resource guide.   Deliverables: Deliverable 1: Planning meeting, KII with identified stakeholders, Work plan, and standardization of various outputs. Deliverable 2: First prototype of software with demo data, Presentation and dry- testing Deliverable 3: Second version refined based on feedback of dry test, roll out to all consortium partners, user follow-up, server support and delivery of MIS with code/passwords to ARC consortium Deliverable 4: Follow-up for 3 months to adjust design, logical flow, outputs A maximum of 2 rounds of comments will be provided for incorporation into the database Timeframe The database would be created within a maximum of 3 months with a follow up period of 3 monthshired for a maximum period of 3 months; the payment would be agreed on per deliverableand payment would be based on actual day of work done, after reviewed by the ARC Consortium relevant staff, 3 months assignment will be very extensive and later on it will be required on need basis with same terms and conditions. Suggested timeline: Deliverable 1: 15 days Deliverable 2: 2 months Deliverable 3: 15 days Deliverable 4: 3 months The consultant should be familiar with: Project management; Analysis and design; Development and programming; Testing and deployment of the web-based internet application; Development and consulting on the applications’ presentation layout; Consulting on the application’s information architecture; User interface definition and development; Feasibility studies and technical, usability and accessibility assessments; Technical documentation, training of users and user’s manuals.   Key experience and characteristics of the consultant: Experienced in the domain of web-development; Showing willingness to provide support and maintenance after the system is implemented; Willingness to perform analysis, design, development , hosting and testing of the system; Experienced in database design and development of web-based system; Experienced in designing and establishing a web-based system for NGOs or UN Agencies; Experienced in designing a user friendly interphase.   Required Qualifications and experience: BA, BSc on Computer Science, Information Management Systems (IMS) or relevant, MA, MSc preferred Proficient knowledge of Microsoft office, MS SQL Server, web development (HTML5, CSS , PHP, JAVSCRIPT, JQUERY AND BOOTSTRAP); Experience working in International NGOs and/or UN in similar position; Experience designing and establishing a database system for an NGO or UN Agency; Experience providing capacity building trainings in NGO or UN staff; Very good understanding of data related to multi-sector programme activities; Good interpersonal, verbal and written communication skills in English and Arabic.   Tender deliverables: -          Proposal outlining the system suggested and data management between implementing partners, proposal must include considerations of data security -          Workplan -           “OFFER FORM” -          Any relevant documentation (CVs of experts on team, any relevant certification, etc) -          Examples of previous works if available   The only way to apply to this consultancy, is to check the link http://daleel-madani.org/content/procurement-laptops-and-accessories-cu… download and fill in the documents.
