Scope of Work
Recruitment Advisor for the Middle East
Background
In order to meet the dynamic talent needs of the agency in the Middle East region, Mercy Corps is using outside recruiting support to fill positions for the Talent Acquisition (TA) function for 4-6 months. A key piece of this is to use outside recruitment support with experience in the relief and development industry and specific sourcing experience.
Purpose
Provide additional support to the Talent Acquisition team to meet hiring needs specifically for the Middle East recruitment.
Activities
The consultant will do the following items based on guidance from the Recruitment Advisor:
Recruit Candidates – Identify qualified applicants for assigned position(s)
Advertise positions
Source for applicants through resume banks, social networking sites (e.g., LinkedIn, Facebook), associations, competitor organizations, and other groups
Utilize applicant tracking system (Jobvite) to manage recruitment from requisition to hire, ensuring compliance with Mercy Corps and practices and applicable state and federal laws
Screen and Interview – Coordinate a collaborative yet efficient interview process
Conduct phone interviews and provide notes and impressions to hiring managers (or search committees)
Work with hiring manager to determine which candidates to invite for further interviews
Draft interview guides when appropriate and collect interview evaluations
Guide post interview discussions, when appropriate, and help identify and execute next steps.
Conduct reference checks
Use ATS, Jobvite to track all communication and interviews in the system.
SOFT Offer - Negotiate offers and notify unsuccessful candidates
· Develop and secure approvals for offers
· Negotiate offers
· Notify unsuccessful candidates as appropriate with individualized notification for internal candidates
Submit new hire paperwork to HR services per established guidelines
Deliverables and Schedule
The consultant will work in the Mercy Corps office in Beirut, Lebanon.
Period of Performance : 4 - 6 months
Deliverables: The consultant will provide the following:
Weekly update on recruitment activities accomplished and status of recruitments using tracking sheet on google drive
Attend weekly Talent Acquisition Recruitment meetings
For each assigned recruitment –
List of candidates to review for first interviews
Initial screening notes and recommendation on next steps
Coordinate first interviews & submit notes and recommendations on next steps
Completed timesheet
