Assistant Project Engineer (Re-Advertised) - Unops - Noa - Bey110 - Beirut, Lebanon

Under the direct supervision of the education officer, The Project Engineer will supervise and monitor the functions of the consultancy firm responsible of developing the required tender documents and providing the supervision services for the implementation the school rehabilitation projects assigned to the contractor. The project engineer will ensure the timely delivery of the school rehabilitation project in compliance with the goals and objectives of UNHCR in close collaboration with the Ministry of Education and Higher education (MEHE). Accountability (key results that will be achieved) Reports directly to the Education Officer and will coordinate closely with the Education Associate, Supply, Shelter and MEHE Provides weekly reporting on the progress of the project during assessment, tendering, and implementation phases ? Updates the Education Officer on the work progress on weekly/monthly basis including setbacks. Ensure that any matter that requires attention is reported for direct action. At the end of the contract period, should have completed all project stages including hand-over of works to MEHE and made sure that all rehabilitated schools are tested and ready to use   Responsibility (process and functions undertaken to achieve results)  Provide technical assistance in identifying the needs of the targeted schools that are being assessed by the consultancy firm. Review the tender document including drawings, Bill of Quantities, technical specifications, in addition to follow up on narratives, technical reports, and other all documents produced by the consultancy firm. Suggest improvements as required. Develop guidelines for quality assurance and quality control system for the smooth implementation of the project components in compliance with the agreed work plans, technical specifications and UNHCR quality standards. Coordinate the required works with the Program Management Unit (PMU) engineers at the Ministry of Education and Higher Education (MEHE), and ensure that the reports presented, and the carried out works are in line with MEHE Effective Schools Profiling (ESP). Undertake field visits and surveys and assess progress of works. Report on bottlenecks and potential problems for timely action to achieve results, and provide technical support and/or refer to relevant stakeholders for problem resolution. ? Provide guidance to the consultancy firm in supervising the contractor and advise/propose for correction in case of any defects/variation/additional/deletion of items identified. Provide guidance to the consultancy firm on quality check and acceptance of construction materials, accessories and equipment, matching implementation with agreed scope of work, monitor and assess potential risks Manage project budgets, cash flow and obligations to ensure that deliverables are met and payments are received on time Ensure hand-over and sign-off process after accomplishment of works Participate in the project’s steering committee on a regular basis Carry out all technical tasks on behalf of UNHCR in the best interest of the organization and beneficiaries Ensure that the project is finalized by 31 October 2018 or eventual date set by UNHCR Perform other relevant duties as assigned by the supervisor   Authority (decisions made in executing responsibilities and to achieve results) Represent UNHCR during technical visits to schools and meetings with stakeholders Manage coordination between actors engaged in the project

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.

Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
A University degree in Civil engineering or Architecture.
Minimum of Seven (7) years of relevant work experience in engineering, technical support function, construction management, general facilities, budgeting, and project managing skills
Previous experience in construction and tendering processes and a working knowledge of both Lebanese construction codes and regulations and international standards
Proven ability and experience in managing complex technical projects, preferably school construction
Proven ability in preparing, reading and implementing construction drawings on site
In depth knowledge in construction accounting
Computer skills and knowledge in AutoCAD, MS office and other relevant drawing software, as well as managing programs Primavera of Microsoft project
Fluent in English and Arabic (speaking/reading/writing) – French is an asset
(In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.)

***For National Officer positions, very good knowledge of local language and local institutions is essential.
