Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. The NGO’s objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.
In Lebanon, PU-AMI intervenes in the areas of shelter and rehabilitation, infrastructure, food security and livelihoods, health, protection, and education and psychosocial activities in three regions, namely the Akkar governorate
, Beirut and Mount Lebanon Governorates, and Saida and Jezzine districts in the South Governorate.

OVERALL MISSION
General objective
Under the direct supervision of the Protection & Community Outreach Manager, the Emergency Cash Assistance Field Officer is responsible for the qualitative, quantitative and timely implementation of the activities linked to Emergency Cash Assistance (ECA) such as identification of cases, assessment, participation to the committees, referrals, reporting, etc.
Responsibilities and tasks
1. Implementation of activities
The use of Emergency Cash Assistance (ECA) has been developed to meet the increasing need for rapid cash injection to vulnerable households, and fight the increasing risk and prevalence of evictions. The ECA Field Officer is expected to:
- Organize, plan and implement all activities with the support of the Protection and Community Outreach Manager and the MEAL Department in a timely manner and according the SOP’s;
- Identify Households in need through internal and external referrals of PU-AMI;
- Conduct interagency socio-economic vulnerability assessments;
- Participate in the ECA discussion meetings;
- Lead and organize cash distributions according to the final decision taken;
- Work in close collaboration with the Referral Clerk in order to ensure a proper follow up on the referrals;
- Report on a weekly basis the updates of ECA activities to the Protection and Community Outreach Manager;
- Monitor the situation of the beneficiaries;
- Respect the design (activity chart) and required methodology of the project;
- Respect the principles of humanitarian protection and confidentiality.
2. Monitoring & Guidance
- Monitor the protection environment on a weekly basis and regularly update the Protection and Community Outreach Manager;
- Ensure a regular monitoring of the assisted cases;
- Identify, report and refer individual cases and follow up on them.
3. Communication & Follow up
- Ensure proper communication and coordination with the potential beneficiaries;
- Be present on different sites and respond to beneficiaries’ queries with good knowledge of relevant information;
- Identify special cases which need individual or specific attention and refer them to the Referral Clerk and Social Worker;
- Ensure a proper follow-up on the refferal cases with the concerned individuals and different stakeholders;
- Promote successful and strong relationship with other NGOs to ensure a good coordination and a proper support service provision and program activities;
- Attend trainings and assist in organizing trainings as required.
4. Reporting
- Update the ECA table on daily and weekly basis after the ECA committee oral and written reporting on the progress of protection activities that are reported regularly to the Protection and Community Outreach Manager
- Report immediately any delay, problem or other relevant information to the Protection and Community Outreach Manager.

QUALIFICATIONS
Mandatory requirements
Ø Language skills: Fluent in Arabic and very good in English
Education degree: On-site training in Protection / GBV / Emergency Cash Assistance
Work experience: 2 years of experience in a similar position (NGOs/private companies) in protection or as Social worker
Computer skills: Good knowledge of Microsoft Office
Other:
- Good knowledge in protection (espacially GBV), and social related topics
- Excellent communication and listening skills with adults and vulnerable people
- Effective stress management
- Ability to work under pressure and with short deadlines
- Good problem solving skills
- Good knowledge of Akkar Governorate and refugees’ crisis
- Excellent ability to work in a team
- Valid driving license is an asset
