Programme Associate (Cash Based Transfer) Sc 6

Within delegated authority and under the direct supervision of the Programme Policy Officer (Cash Based Transfer), the incumbent will perform the following duties:   -        Provides Customer Support service to users of the common CBT system and external partners; -        Analyses contract terms and conditions, and corrects any observed discrepancies between contract rates and invoice amounts; -        Coordination of the Programme Unit database via ensuring the related follow up with the various programme units -        Monitors compliance with WFP guidelines by the participating agencies and the financial service provider; -        Reviews bank reports including exception management and accounts reconciliation; -        Drafts statistical reports related to the CBT Operations with the possibility of linking it to vulnerability and monitoring & evaluation data; -        Assists in preparing Concept notes for new projects and coordinate with relevant stakeholders; -        Manage funding in collaboration with the Resource Management team; -        Maintains records on programme activities from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; makes information available for country briefs, country profiles, and other related purposes; ensures project cycle deadlines are met; -        Evaluates, develops, and recommends procedures. Participates in discussions on new/revised procedures and practices; interprets and assesses the impact of changes and makes recommendations on follow up actions; -        Maintains the Standard Operating Procedures of CBT activities and creates new ones for existing and future activities; -        Ensure proper implementation of the LOUISE procedures and timelines; -        Assists in processing and registering payments using the WFP corporate system (WINGS II); -        Coordinate with the LOUISE participating agencies and WFP Sub-Offices to ensure smooth implementation of monthly activities; -        Performs other related duties as required.   Minimum requirements:      Education: Completion of secondary school education. University degree in the fields of Banking, Finance, Business Administration, Computer Science, Computer Engineering or other related fields is desirable.   Experience: At least four (4) years of progressively responsible experience in the fields of Programme, Business Administration, Computer Science or other related fields, with at least two (2) years of experience closely related to Banking, Finance or Prepaid cards functions   Additional Competencies:   -        Experience in prepaid cards set-up and functionality in Closed and Open loop -        Very good knowledge in tracking POS (Point of Sales) and ATM (Automated Teller Machine) disputes -        Experience in humanitarian CBT programmes will be an asset -        Experience utilizing computers including MS Office (Mainly Access, Excel and Word) -        Knowledge of WFP activities and procedures in the country is an advantage   Languages: Fluency in both oral and written communication in English and Arabic.
