Short-Term Consultant - Moodle Technical Expert World Learning is looking to contract a consultant named “Moodle Technical Expert” to update the platform from the back-end. S/HE will work in parallel with QITABI Moodle Consultant under Component 3. Project Overview QITABI is a four year, $41.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components: Component 1: Improving reading outcomes for primary level public school students Component 2: Expanding access to safe and relevant education for vulnerable public school students Component 3: Strengthening management (resilience) in the education system to better direct and monitor education The Assignment The Moodle technical expert is responsible to Upgrade the Moodle application from version (2.9.4) to the latest stable version such as (3.3.x) taking into consideration upgrading the environment such as Linux, apache, PHP and MySQL if needed in order to be compatible with the new Moodle version. The upgrade process should not affect the course content and user data. The Moodle application is running on Linux operating system and is hosted on Microsoft Azure Upgrade existing plugins in order to be compatible with the new Moodle version such as: “Questionnaire” activity; “Attendance” activity; “BigBlueButtonBN” activity; and “Scheduler” activity Safely remove, without affecting course content and user data, the unneeded plugins such as: “Organizer” activity; “Technical Project” activity; “Dataform” activit; and “E-Voting” activity Add new plugins that are compatible with the new Moodle version such as: “RecordingsBN” activity; “Checklist” activity; and New Theme to be selected  Qualifications: Bachelor degree (Computer Sciences, Multimedia or other related fields) 2+ years of proper experience with administration, development and customization of Moodle v2.9 or higher in an enterprise environment Demonstrated experience with different Moodle hosting solutions and knowledge of relevant security requirements Extensive experience in designing, developing, documenting, testing, implementing and maintaining Moodle applications Demonstrated experience with data management and query building using MySQL/Maria DB Demonstrated experience in web development including HTML, PHP, JavaScript/JQuery, and CSS Passion for tech including best practices, methodologies, standards and design patterns Knowledge of current technologies available in E-Learning Other appropriate experience with a significant record in this area Exposure to international professional contexts and/or multicultural environments desirable Familiarity with AWS and accessing and integrating cloud based resources Ability to work in a demanding environment where priorities may shift frequently Language: Fluency in English and Arabic is required
