Technical Advisor

-      GENERAL OBJECTIVE Under the direct supervision of the Projects Manager, the Infrastructure Technical Advisor is responsible for the qualitative, quantitative and timely field implementation of the Infrastructure activities (Hesbeh market and Souk al Khoudra rehabilitation). S/he technically guides and monitors the field work of rehabilitation works and he/she is responsible for a qualitative and regular reporting on various components of the project. The Infrastructure Technical Advisor position’s major objective is to properly achieve the following global task:   Smooth and timely implementation of the activities in the field with particular follow up of the works and the teams at field level.   Brief description of the project: The project consists in rehabilitating 2 public markets located in Saida (Hesbeh and Souk al Khoudra). The rehabilitation works includes reinforced concrete and steel works, plumbing, electricity, painting, etc…   The project will be implemented by: 2 Formen (1 on each site), 2 to 5 skilled workers and 35 unskilled workers (Syrian refugees and Vulnerable Lebanese). The main objective of this project is to support the resilience of vulnerable populations affected by the Syrian Crisis by improving food safety and security through Food for Asset and Food for Training activities.  One of the expected result of this project is to provide better food safety and access to infrastructure through the rehabilitation of the two above-mentioned markets. There will be 4 teams of workers for each site, with a rotation on weekly basis. Each team of unskilled workers will work 1 week per month. RESPONSABILITIES AND TASKS Role and Responsibilities                   Activities implementation   -         Design and implement the activities in direct collaboration with the Shelter / WaSH Project Manager, Shelter and Infrastructure Coordinator and the municipality; -         Supervise the field implementation team (Formen and workers). -         Participate in the design/ shop drawings before and during the implementation of activities -         Plan (daily, weekly and monthly) the field activities, supervise the daily workers, Officers & Workers and any potential contractors and ensure a follow-up of the different field activities regarding the agreed planning, guideline, and required quality of the works; -         Ensure the total respect of the technical design by the Consultant and/or Shelter and Infrastructure Coordinator; -         Ensure that all works have been taken and rules followed to ensure security on-site; safety measures for the workers (helmets, warning tap, etc…) -         Give tehnical advice and contribute to the general improvement of activities; -         Provide technical advice and contribute to the progress of activities that mainly constitute of Reinforced Concrete work, Plumbing and Electricity works, Painting works, tilling works,steel works etc…   Technical evaluation of activities   -       Define and/or participate in the design of the infrastructure works, advise about the material, machines and tools needed; -       Continuous and daily presence during the implementation of the works; -       Ensure the proper use of the machines and equipment used; -       Respect the implementaton/work plans, BOQs, and budget.   Logistics & Administration   -       Calculate the raw materials and tools needed at field level, (cement, sand, gravel, steel, wood, paint, pipes, tiles, etc..); -       Ensure the follow-up and the proper use of materials and tools used during on-site works; -       Manage the supply of materials to the work site in collaboration with the logistics department; -       Analyze the security situation in the area and inform the Field Program Coordinator & Security Manager on security incidents. Team Management   -       Supervise 2 local foremen and skilled workers, and respect of all human resources rules; -       Coordinate the work with staff dedicated to these activities : weekly/daily planning; -       Coordinate with the Livelihood team for the recruitment of the unskilled workers.   Reporting   -       Report on a daily basis the progress of the works in monitoring follow up tools (Excel and Autocad); -       Contribute to technical aspects of donor reporting as requested, as well as any other ad-hoc reporting to PM or Senior Management; -       Contribute to the weekly reporting (in English) on the progress of activities with the Project Manager; -       Report immediately any delay, problem or other relevant information to the Project Manager. -       Participate to donor (WFP) visits as required   The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs. Mandatory requirements -  Language skills: Fluent in English & Arabic -  Education degree: University degree in Civil Engineering  -  Work experience: Minimum 5 years’ experience as site engineer with private companies in construction or infrastructure fields. -  Knowledge and skills: Good leadership capacity; -  Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook, Autocad. -  Other: - Valid driving license (2 year minimum) - High Knowledge in implementation follow up - High Knowledge in Reinforced concrete works (concrete, tiles, plumbing, electricity, painting….). - Excellent management and pedagogical skills at field level - Good knowledge of Saida. - Excellent communication and diplomacy skills to manage relationship in potentially tense situations. assets -  Interests: Strong motivation to help people in needs   -  Transversals skills: -  Well organized -  Conflict resolution and diplomacy experience -  Ability to analyze and suggest improvement -  Ability to take initiative to deal with difficulties encountered in daily work -  Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -  Autonomy, neutrality, hard worker -   Able to manage stress and pressure
