ABOUT MSF Médecins Sans Frontières/Doctors Without Borders (MSF) is an international, independent, medical humanitarian organisation committed to two objectives: providing medical assistance to people affected by armed conflict, epidemics, healthcare exclusion, natural and man-made disasters; and speaking out about the plight of the populations assisted. MSF offers assistance to people based only on need and irrespective of, religion, gender or political affiliation. Today, MSF is present in more than 60 countries, where thousands of MSF doctors, nurses, logisticians, water-and-sanitation experts, and other medical and non-medical professionals work together to bring essential health services to people caught in humanitarian crises.  MSF IN LEBANON In response to the challenges encountered by the management of MSF projects in the Middle East, the MSF operational Centre of Brussels (OCB) initiated in 2015 the creation of a hub based in Lebanon. Today, the hub performs three main functions:  recruitment of staff for MSF’s global humanitarian projects, communications, press relations and content production, and operational support providing medical and humanitarian advisory to MSF’s projects in the MENA. The team currently consists of 12 staff members. During its first phase, the MSF OCB hub activities in Lebanon focused on hiring and capacity building of a new team, creating a nascent presence in civil society raising awareness of MSF, building relationships with medical and academic institutions and articulating relevant operational support to the projects in the region. The HR recruitment team has successfully begun to recruit, and in growing numbers is contributing staff to MSF’s international HR pools. The communication team creates Arabic content for MSF’s target audiences in the region and beyond, and has begun to build awareness and the presence of MSF in Lebanese society. The regional operational support team provides medical and humanitarian analysis, advocacy and representation support to projects in the region. In the coming years, the objective is to continue to build MSF’s profile, anchorage and acceptance in Lebanon, in order to contribute resources, leverage and ideas from these societies to MSF’s global humanitarian efforts. The Coordinator’s mandate will be to lead this effort. The coordinator reports to the General Directorate of MSF in Brussels.  This hub in Lebanon may evolve into a formal MSF branch office entity in accordance with the organization’s governance set up. If this were the case, this coordinator position would evolve into a General Director’s position.   JOB OVERVIEW The coordinator is responsible for driving, developing and implementing the strategic vision of the MSF OCB hub in Lebanon. He/she will lead a young, dynamic and creative team in setting and achieving: the recruitment objectives, visibility, acceptance, representation and anchorage in Lebanon ensuring that the identity and field work of MSF remains at the core of all activities. MAIN DUTIES AND RESPONSIBILITIES Strategy, Planning & Set Up Lead and develop the strategic vision for the hub’s activities in order to achieve its core objectives. Set priorities and make recommendations to the OCB management for the evolution of this institutional investment in Lebanon. Develop, implement and monitor the delivery of the multi-year strategic and financial plans. Ensure the core objectives are achieved in recruitment, advocacy, communication and operational support. Responsible for the Hub’s financial planning, control and risk management. Oversee the work to establish MSF’s formal branch office in Lebanon if endorsed as the best option by MSF.  General Management Provide effective leadership and management of the MSF hub office and team in line with MSF policies and the OCB management values, including annual performance reviews, quality supervision, development and support. Ensure the Hub staff are provided with the resources and support they need. Ensure an optimal working collaboration with MSF projects and offices in the region, build synergies and develop activities which will serve MSF as a movement. Responsible for the timely and accurate provision of all necessary reports and management information to the MSF-OCB directors committee.  Ensure compliance with Lebanese employment laws and other legislation, as well as MSF’s internal policies and agreements.  Support activities assigned to the MSF Hub in Lebanon/Egypt  Together with the Head of Field HR, ensure the development and implementation of the recruitment strategy for MSF in Lebanon in order to meet MSF’s human resource needs. Contribute to the establishment and anchorage of MSF in Lebanon, ensuring that MSF's core identity and views are proactively and appropriately represented in the Lebanese society. Engage with academic and medical networks in order to identify potential collaborations with MSF in support to our medical work in the region. Contribute humanitarian and medical analysis to MSF’s medical projects. Act as spokesperson for MSF’s communication initiatives when needed.
