Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.   Objectives: Under the management of the Emergency Program Manager, the Basic Needs Support Officer will monitor and support Basic Needs operations activities of HI and its partners such as: Ensure good practice, reporting and compliance Implementing liaison activities Ensure a follow up of HI’s partnerships   According to the position, the Logistics Assistant must keep all the data confidential, and share it only with the designated persons.   ACCOUNTABILITIES Line manager: Emergency Program Manager Line manager+1: Area Coordinator   MAIN TASKS Remote monitoring of the quality of basic needs activities Ensure the follow up of HI basic need activities and perform skype meetings with partners; Writing the minutes of meetings; Ensure weekly discussions and obtain information about any issue faced by partner’s field team in the implementation of the activities; Report on these issues to the Emergency PM and suggest potential improvements; Maintain accurate records of data collected-including archives- along the project; Link with the M&E departement for monitoring activities; Remote monitoring of the basic needs component data Ensure that partners comply with the basic needs procedures; Ensure that partners deliver on time the data required in the procedures and that the data are presented in the correct forms; Ensure the written translation from Arabic to English of the documents received from partners upon request; Provide analysis of the monthly data to the Emergency PM; Reporting and training Writing the minutes of meetings for skype meetings; Provide on-time feedback & support to the basic needs issues faced and refer them to the Emergency PM; Assess the difficulties and needs for a proper implementation of basic needs component and identify specific training needs and, if necessary develop training tools with the support of the Emergency PM and technical unit; Ensure a good collaboration and close interaction with the partners to ensure quality and reliability of data; In case of breach of the basic needs component procedure, report to Emergency PM and develop recommendation to adjust the issue Provision of support (technical and contextual – external assignements) Prepare agenda of meetings and take the minutes of meetings; Follow up with partners on actions points and updates; Ensure good flow of information and communication among all members; Liaison with arabic speaking representatives; Contribute and support the development of needs assessment and more broadly all project cycle tools in coordination with INGO and partners, and impact evaluation tools, and propose improvement; Respond to partners inquiries related to emergency reponse coordination and refer them to the emergency PM; Information management – internal and external assignments Support data cleaning, consolidation, quality control and information verification on data gathered within the platform by all the partners; Ensure safe keeping of all data produced; Support partners and INGOs in reporting and data management, including Mobile Data Collection;   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager. REQUIREMENTS Education and experience: High degree diploma in a relevant field 1 year experience in a Food Security, Livelihood programs, Cash transfer programs, Emergency Responses Sound knowledge of project cycle management and tools Information management / IT skills appreciated Experience with NGO/INGO is mandatory  Computer Skills: Excellent knowledge in Microsoft Office  Professional & Personal skills: Abilities to work within a team and collaborate Capacities to analyze and judge Abilities to properly communicate with all stakeholders Good educational / teaching skills Motivated, dynamic; able and willing to take initiatives Time and work management abilities as well as autonomy Willing to learn and develop professionally Experience in networking appreciated Adheres to the project’s vision: a world in which all forms of disabilities can be prevented, cared for or integrated, and in which the rights of people with disabilities are respected and applied  Language: Mandatory English and Arabic (oral and Written) French would be an asset  JOB CONDITIONS Remuneration: according to HI salary grid Starting date: ASAP Duration/ Type of contract: based on a timeline project Others: Health insurance  Handicap International is an equal opportunity employer and particularly welcomes applications from persons with disabilities
