Project Officer-Bint Jbeil

PURPOSE OF POSITION: To coordinate the implementation of the “Child Friendly Spaces” project by addressing refugee needs in a sustainable manner. MAJOR RESPONSIBILITIES: 1- Facilitate project’s implementation Projects activities are implemented as per the developed action plan 35% Support animators and teachers in conducting ECE and PSS activities when needed Review the day-to-day ECE and PSS programme activities as per the established schedule and modules Monitor the distribution of the lesson plans in correspondence with the project duration and objectives Monitor the implementation of parents’ sessions conducted by outreach facilitators according to the approved stated objectives. Conduct various field visits to the community center to monitor the progress of the work periodically. Coach and give technical support needed for Animators/Caregivers/outreach facilitators within their daily work. Set periodic meetings with Animators/ ECE caregiver/ center supervisor to follow up on the implementation of ECE and PSS classes and the progress of children. Identify children's special needs (e.g. health, PSS, learning difficulties) and refer them to appropriate stakeholders in community Refer children to education opportunities and follow up on the referral cases When needed and on an occasional basis, carry out public relations activities, which include accompanying foreign visitors and donors to the project site. Full coordination with the project manager to ensure proper implementation of the project. II - Mobilize partners and build relationships / capacities of related stakeholders Strong network is built and the capacities of animators and partners is built 15% Mobilize different stakeholders to participate in the CP/ ECCD committees Establish CP/ ECCD committees Identify the appropriate capacity building needs of different stakeholders participating in the CP/ ECCD committees Ensure that ECCD/CP committees receive trainings on minimum requirements and standards for ECCD and CP services and mechanism, fundraising and advocacy Develop and maintain relationship with concerned stakeholders to ensure the sustainability of project activities Support in coordinating with the partners, local NGOs, and other organizations working in the Child Protection and Education sectors in the South area; Assist in the identification/ provision of appropriate capacity building for ECE Caregivers/ Animators/ Outreach facilitators upon identified needs. Coordinate with the Education/ protection specialist on a regular basis on the actions taken, needs and support given to the Animators/ ECE caregivers. III- Ensure children’s safety and protection Children attending the activities are protected and safe 10% Work in compliance with and respect of the principles of Child Protection and confidentiality, working with refugee and host communities with sensitivity Identify key protection threats affecting children or communities and raise them to project manager. Ensure the implementation of solution measures addressing the threats. Identify safety issues and raise to project manager and when necessary follow-up with the risk manager on the safety and security of the chosen locations IV- Handle tracking, reporting on activities and filing Progress reports are done and submitted as per the required deadline 10% Ensure related means of verifications (MOV) including attendance sheets, pre posttests, evaluation documents… are in place for each activity. Enter related MOV into the system. Develop monthly operational progress reports with the support of project staff. Assist project manager in the development of Semi Annual and Annual narrative progress reports. Prepare weekly activities planning, activities reports and monthly operational progress reports with the support of project staff Fill and archive specific forms for referrals and weekly reporting, ensuring confidentiality, accuracy and timeliness. Ensure all Filing of records including agreements, PRFs, LPOs, and correspondences related to the project is properly conducted V- Handle logistics responsibilities All administrative and logistics matters are followed up on to ensure timely implementation of activities 20% Ensure the list of items to be purchased is prepared and coordinate with project Manager and Procurement officer on all procurement needs. Assist the project manager in the preparation of annual procurement plan 4- Perform other duties as required 10% Responsible of own security and actively contribute to a positive security culture Abide by the security policies and procedures and report any incidents or breaches to line manager Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented after coordination with Project manager Attend and participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality PSS and referrals, and reporting requirements are followed Attend and participate in local and international capacity building events/ trainings as needed Attend and participate in spiritual nurture events and other organizational events Perform other related tasks as required by the Project Manager. Total time spent 100% KNOWLEDGE, SKILLS AND ABILITIES Bachelor degree in a social development related field, (kindergarten studies, psychology, sociology, social sciences/humanities, specialized education or social animation) Good command of English, both written and oral. Good interpersonal skills and cross-cultural sensitivity. Positive attitude with a willingness to learn. Ability to cope and work under pressure. Computer literate mainly in Microsoft Office package. Willing to travel within Lebanon with a valid driver’s license Willingness to learn and ask questions Well-organized, self-motivated and ability to work in a team. Ability to work in difficult and high risk situations Knowledge of the psychosocial guidelines and approaches related to emergency context ( MHPSS IASC guidelines, PFA principles, etc.). Familiar with core principles of Children Rights, Participation, Do No Harm, Community and Family Support as well as Children in Emergencies minimum standards. One year experience in a similar related job. Experience in project implementation, monitoring and report writing. 80% field work, 20% office work Position requires availability and willingness to work outside regular office hours occasionally. Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
