Job Title:                             Criminal Justice Adviser Reports to:                        Lead Criminal Justice Expert Time Basis:                       Part-time (average of 15 days per month) Period:                                1 October to 31 March 2018 Location:                            Beirut with travel within Lebanon Compensation:                Competitive based on experience     Background   Through the British Policing Support Project (2016-19) the United Kingdom supports the Lebanese Internal Security Forces (ISF) to meet the challenges to Lebanon’s stability and public safety. Key strategic elements of the British Policing Support Project (BPSP) relate to mainstreaming a Community Policing model, improving internal and external accountability, enhancing Human Rights and building the capacity and professionalism of the ISF. Role   The role of the Criminal Justice Adviser is to support the Lead Criminal Justice Expert in carrying out a review of the Lebanese Criminal Justice System with particular regards to causes of overcrowding in detention facilities.   Responsibilities   The Criminal Justice Adviser will support the Lead Criminal Justice Expert by: Providing knowledge of the Lebanese legal context Identifying and engaging with relevant stakeholders Collating and analysing interview data Contributing to report outlining causes of overcrowding in detention facilities and proposing recommendations for change   Qualifications and Skills   University degree in law, further degrees preferable An excellent knowledge of the Lebanese legal system and other legal systems in the Middle East Good communication and negotiating skills An ability to work as part of a team Fluency in English and Arabic Good IT literacy   Experience   A minimum of three years working in the Criminal Justice Sector or equivalent in Lebanon Experience in Criminal Justice Sector research and making reform recommendations
