The IFRC Secretariat’s Middle East and North Africa (MENA) regional office, situated in Beirut, provides support to the 17 Red Cross Red Crescent National Societies in MENA region in their humanitarian and development work, and facilitates partnerships. The position is located under the PMER Unit of the IFRC MENA regional office, sustaining a comprehensive overview of Movement’s collective response to crisis in Syria and in the affected neighboring countries: Egypt, Iraq, Jordan, Lebanon and Turkey. Movement Wide Reporting Officer is expected to assist Movement Wide Reporting Delegate and, since April 2018, to take over coordination and updating of Movement Wide Report Mechanism for Syria Crisis.
Scope of Work
Movement Wide Reporting Officer for the Syria crisis is responsible for sustaining an established regional system for data and information collection and reporting based on agreed indicators. S/he is accountable for effective data and information management mechanisms at country and regional level as well as for promoting and providing capacity building support to all National Societies involved in Syria crisis for data gathering, analysis and visualization.
Job Duties and Responsibilities
Coordination
Ensure the continued updating and relevance of the MWR system in the changing humanitarian context, through advising on needed changes and improvements;
Consolidate and report on quantitative data provided by different actors on main programmatic achievements in response to Syria crisis;
Tools and systems development
Work closely with HNS and ICRC to adjust the existing data collection system to changing situation in Syria Crisis, including templates, guidance and an overall management system;
Review available indicators if necessary;
Identify and analyze Movement needs and requirements in terms of internal and external reporting in collaboration with relevant staff from IFRC and ICRC regional and country offices;
Coordinate the design of appropriate formats for the presentation of information including the dedicated Movement web-platform/dashboard for internal and external audiences in close collaboration with ICRC Information Management/GIS focal points;
Capacity building
Address the HNS capacity development needs in information gathering and management for MWR within the wider National Society development framework for the region; undertake training and other capacity development initiatives as necessary;
Ensure that the project is linked with existing OD and capacity building initiatives at regional and country level.
Positioning and advocacy
Develop, in coordination with the communications and partnership/resource mobilization teams of IFRC and ICRC, various promotional and advocacy/communications materials for Movement positioning and resources mobilization for RC/RC response to the Syria crisis.
Working relationships:
The MWR officer reports to the MWR Delegate and works exclusively on the development of the MWR for Syria crisis led jointly with the ICRC through its Regional Movement Cooperation Adviser for MENA based in Beirut.
S/he will establish close working relationships with all relevant managers at IFRC MENA regional and country offices involved in response to the Syria crisis and in particular with partnerships & resource mobilization, communications and organizational development teams, as well as with the corresponding ICRC delegations, in particular Cooperation Departments.
