Pharmacist Advisor

1-      GENERAL OBJECTIVE Under the direct supervision of the Health Coordinator, the Pharmacist Advisor aims to safeguard the quality of pharmaceutical products and their utilization and technical support provision within PU-AMI Health projects. S/he works in close collaboration with the responsible of drug provision with partners for the on time drug delivery at the PHCCs and the pharmacist in the PU-AMI operational health centers. 2- RESPONSABILITIES AND TASKS   Main responsibilities and relationship     1. Towards PU-AMI and international/local partners   Represent PU-AMI with local and international partners. Coordinate with partners the drug order request is delivered within the estimated time. Propose improvements to the organization’s relevant standard operational procedures. Support base pharmacist for best management practices of the pharmacy  at PHCC as parameters stablished with partners. Coordinate with the  Base Program Manager and/or responsible the drug orders are in line with the morbidity patterns and total dispensing on drugs at PHCC Provide timely advice and support to medical  advisors concerning pharmaceutical issue. Keep an appropriate record of any delegated duties with partners that impact the base activities at PHCC level Follow up  in all bases and share with partners indicators indicated in the project logical framework and any other as secondary data and provide feedbacks if needed.     2. Towards supporting bases pharmacists and coordination with technical health team   Take ownership of the pharmaceutical quality focus areas described in the master improvement plan for the overall PHC centers supported. Provide oversight on the progress achieved in the pharmacy  area by gathering, interpreting and presenting periodic reports to the immediate supervisor; identifies constraints and proposing solutions. Provide timely advice and support to medical advisors, quality assurance advisor concerning pharmaceutical issues. Review  the monthly monitoring data/reports and analysis of the indicators prior submission to direct supervisor. In coordination with the Medical  Advisor, Quality Assurance Advisor and Health Field Officer ensure implementation of improvement of the pharmacy management data collection and reporting system implemented in the health facilities. Follow up  the provision of training by MoPH or other international agency, provide continious follow up/monitoring to guarantee impact and quality of care to the beneficieires. Responsible of writing development and analysis  of all required medical reports concerning the pharmacy components  (for PU-AMI, donors, partners, etc). Support in the development of new interventions.       Specific objective and linked activities    1. Capacity building/transfer of knowledge   Ensure that initial and continuous training programs for field pharmacy personnel are implemented and maintained.  Provide support on the technical aspects on management the Primary health information system.     2. Capitalization/Institutional knowledge Building   Technical capitalization works for the whole mission in collaboration with the Medical Advisor, Health Coordinator and  Health Project Manager. Develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…)   3- PRIORITIES OF THE DEPARTMENT     · Support base team to assess all PHCC pharmacies status in order to understand their functioning   · Provide inputs on the development of a working plan done at field level for improvements of the pharmacy management   · Provide periodic analysis reports on rational drug utilization to the direct supervisor. Provide feedbacks to the bases when needed. Monitor periodically the master improvement plan with the bases.
