CISP LEBANON
CISP has been active in the Lebanese humanitarian sector since 1996 and has a particularly strong track record in supporting local communities including Lebanese population as well as Palestinian and Syrian refugees. Since then more than 50 projects have been implemented with funding of the European Commission (ECHO, EC), UN agencies (UNRWA, UNICEF, OCHA), Italian Ministry of Foreign Affairs and Italian Cooperation.
CISP activities aim to support the most needed Lebanese in areas lacking of basic services and without access to economic opportunities (Mainly in the North and in the South). Moreover, the humanitarian assistance support Syrian and Palestinian Refugees through WASH, shelter, NFIs infrastructures rehabilitation & civil works, supply of equipment and materials, human resources training, social and educational activities, etc.

Job Description
The engineer has the operational responsibility of the implementation of the WASH and Shelter activities of the project. He acts under the supervision of the Project Coordinator.
The main responsibilities of the Technician include the following:
Planning and monitoring the WASH and Shelter related activities in coordination with the Project Coordinator and Area Manager;
Revision and elaboration of technical documents related to the implementation of WASH and Shelter’s activities;
Monitoring and supervision of the implementation of the works;
Participating in elaboration of Tender documents, offers requests and any other documents related to the execution of works and/or supplies foreseen in the project;
Participating in Technical Evaluation of the offers received in a procurement procedure, in accordance with the award criteria listed in the solicitation documents;
Collecting and forwarding any other information requested by CISP Project Coordinator and CISP Area Manager, especially data and information needed for Monitoring and for Reports;
Preparing and submitting progress reports on regular basis and when requested to the Project Coordinator, in collaboration with Data Manager;
Organization of information and documents into files to be updated regularly and to be shared with the Project Coordinator for correct archiving;
Reporting to the Project Coordinator and to Area Manager;
Any other specific task or duty could be requested by the Project Coordinator and Area Manager and/or the CISP Country Representative.
Main tasks:
The Technician will assist the CISP Project Coordinator in the implementation, management and co-ordination of the Project in terms of:
Identification and need assessments in the sectors WASH and SHELTER, in close coordination with, and under indication of. the Field Officers and Project Coordinator;
Perform sites visits and provision of needs assessment and measurements and technical assistance, including drafting the technical document for the preparation/finalization of the WASH and Shelter Rehabilitation works.
Provide BOQs with specifications and drawings/details when needed respecting the given standards;
Prepare cost estimations for the proposed works and make sure that they all fit within the allocated budgets;
Support to Procurement activities (including preparation of technical specifications and Bill of Quantities for supply and works contracts);
Participate in the bidding committee for bids opening, checking, analysis and decision making (award or rejection);
Attend project related meetings;
Performing timely supervision visits to all project sites under construction to ensure that works are done according to the design and mistakes are promptly corrected;
Production of relevant documents to certify progresses of works in support of release of payments and/or acceptance of works;
Checking of all the materials that have to be delivered and utilized for the implementation of the works (Informal Settlement Improvement and Shelter Minor Rehabilitation) before their installation, in order to ensure the follow up of the technical specifications of the works provided by CISP;
Represent CISP towards partners, stakeholders and contractors in the limit of the hereby described mandate;
Coordinate between partner/s contractors and the Project Coordinator to solve any problem when arising and to amend the scope of works, the design or the drawings/details if necessary.
Ensure that all safety regulations are being properly implemented.
Requirements:
Bachelor’s degree or Master’s degree in Civil engineering;
3- 5 years’ experience;
Knowledge of English
Nationals only;
Knowledge of Marjaayoun and Nabatiyeh area is an asset;
Previous work the water sector is an asset;
Driving license.
