Action Against Hunger is looking for a Deputy Livelihoods Program Manager, based in South Lebanon.

GENERAL RESPONSIBILITIES
Under the supervision of the Program Manager (PM), the deputy will be responsible of the implementation of Action Against Hunger Food Security and Livelihood (FSL) department's activities in South Lebanon. The Deputy will be tasked to ensure that livelihood activities are implemented and monitored in accordance with the program work-plan and logical frameworks and will be supporting the design of new proposals.

· Bachelor degree in social work, agriculture, economy, food security, humanitarian action or any related field
· Desirable knowledge in food security and livelihoods, agriculture, economy...
· 2 years experience in humanitarian and development organizations
· 1 year experience in livelihoods programs management with international agency (desirable)
· Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in Lebanon
· Previous knowledge of Action Against Hunger policies, strategy and previous interventions in Lebanon or middle-East region : an asset
· Good skills in MS Word, Excel, Outlook and good skills with smartphones
· Native Arabic speaker, excellent level of English
DETAILED OBJECTIVES AND TASKS
Objective 1 : To ensure timely and quality implementation of livelihoods activities (35%)
To support the Program Manager (PM) in designing the beneficiary selection process *** To supervise the field officers in the beneficiary selection process on a daily basis and to actively support the process *** To present livelihoods activities (cash for work, skills trainings, etc.) work-plans, designs and proposals to the PM based on ongoing Action Against Hunger program and country strategy *** To plan and facilitate the design of trainings to be provided to livelihoods program participants *** To provide weekly work-plans and tasks to the Field Officers based on project work-plans and ensure good allocation of tasks through follow ups with Field Officers *** To actively support Action Against Hunger's implementing partners in conducting their livelihoods activities in the area *** The represent the PM in daily encounters with program stakeholders *** To provide verbal and written reports on the activities to the PM at the agreed frequency *** Under the guidance of the PM, participate in the development of capitalization reports for each livelihoods activity conducted by Action Against Hunger *** To facilitate the implementation of pilot livelihoods activities in South Lebanon and present results with written and narrative reports to the PM *** To provide distribution plans, procurement requests to the PM based on agreed project work-plan *** To actively participate in budget follow up meetings with the PM *** To ensure project monitoring activities are implemented according to the project workplans *** To support drafting of livelihoods sector analysis sections in conducted assessments and surveys under the guidance of the PM and in coordination with the Monitoring, Evaluation, Accountability and Learning (MEAL) manager.
Objective 2 : To promote the comprehenstion and support the implementation of livelihoods interventions in South Lebanon (15%)
To collect and evaluate information on livelihoods of the targeted populations in South Lebanon and identify their needs *** To identify livelihoods support needs of the refugee population and propose intervention opportunities in line with Action Against Hunger country strategy to the PM *** To identify the livelihoods support needs of the vulnerable local population and propose how to meet these needs in line with Action Against Hunger country strategy to the PM *** Under the guidance of the PM, actively coordinate with other agencies and other stakeholders in livelihoods sector in South Lebanon *** To represent Action Against Hunger in regional and national working group meetings in coordination with the PM and the FSL coordinator *** To deliver a short report (1-2 pages) reflecting the FSL situation with an emphasis on livelihoods (income generation, employability...) in the targeted area with proposed solutions every quarter *** To support the identification and design of livelihoods proposals in South Lebanon *** To be involved in project reporting, monthly Activity Progress Report (APR), intermediate and finals reports
Objective 3 : Team Management (30%)
Supervise and monitor the staff under his / her supervision as well as to coordinate partners *** Participate in staff training , helping to build technical capacity of staff , operators and partners in the area of FSL and Water, Sanitation and Hygiene (if requested) *** Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts *** Help to develop and execute context – specific solutions to improve collaboration, coordination and performance *** Ensure the good respect of working condition while in office or the field, especially the respect of Action Against Hunger Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites *** Ensure staff appraisals are conducted and together with the FSL PM Identify staff trainings needs and follow up the appropriate action with the FSL PM with recommendations of training and other capacity building majors
Objective 4 : Finance and Administration (10%)
Organize day- to-day logistic , administration and personal activities *** Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register *** Contribute to the supervision and control of expenses related with the activities of the project ( Procurement planning) *** Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport / movement *** Supervise specific project (s) budget forecast & follow up *** Participate in the design of new budget
Objective 5 : Reporting (10%)
Be involved in the final project reporting: monthly APRs intermediate and final reports *** Report the progress of the work to his / her inline supervisor and material used *** Report possible problem or conflict during the activities *** Report weekly activities and transportation needs *** Contribute to project and beneficiaries data collection and reporting *** Regular reporting to FSL PM and Head of Base (HoB)
Objective 6 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 7 : Support the humanitarian activities of Action Against Hunger
Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving Action Againsth Hunger humanitarian goals, as per the employee's capacities
