                                                                                                                Solidar Switzerland is a non-governmental organization (NGO) whose purpose is to assist disadvantaged, persecuted and oppressed people in Switzerland and worldwide.  Solidar Switzerland has been actively responding to the Syrian Crisis since 2012, assisting displaced Syrian and vulnerable Lebanese families with humanitarian assistance.   Having its main office in Habboush / Nabatieh district, Solidar Switzerland is seeking for an experienced and highly motivated:   IT / Database Officer   The IT / Database officer aims to support in the day to day project and office needs of Solidar Switzerland in Lebanon according to the Solidar Switzerland guidelines and procedures. S/he will be responsible for developing and maintaining a new robust database to ensure accurate and accessible records of beneficiary data. In addition, the IT / Database will be responsible for the maintenance of office network, security updates, office computers and handing all the other IT related works.   Main responsibilities as Database Officer Creating and managing a new and robust database in close liaison with the Monitoring, Evaluation, Accountability and Learning (MEAL) manager and staff working on the cash assistant, emergency cash assistance and community support projects, which allows for accurate reporting and targeting of beneficiary families. Description of the database (rules & procedures for proper database management) for others users. Work closely with the MEAL manager to improve the existing referral system including cleaning up current data, checking paperwork and removing duplication. Work closely with the MEAL manager to design all the new forms/tools and define a new registration process to include the collection of vulnerability data at the household level. Work closely with the MEAL manager and the field assistants to collect beneficiary vulnerability data to allow for specific targeting of beneficiaries families and ensure all newly collected data and existing data is transferred systematically into the new database. Quality control of data collection; instruction, supervision and support for data collection; perform routine checks to support and assist the MEAL manager with the necessary information. Enter data into database and processing: screening, filtering, export, statistical reports, integrating, verification, monitoring data and custom project activities as required. Prepare beneficiary list for cash payments. Analyse data with respect to the progress of the project implementation. Train staff and volunteers on database functions and data entry and maintenance Responsible for the maintenance of the database and ensuring MEAL staff, all the departments and volunteers are updated with changes and amendments to the system. In liaison with the Cash manager and MEAL manager, coordinate with national and international humanitarian agencies to enhance the data collection process through data comparison; and share techniques and issues with regards to database construction and maintenance, while respecting data protection and confidentiality of beneficiary information. Carry out other registration and database related tasks as required. Proper management of the project filing system for electronic and paper (hard copy) data that is collected and the related data analysis that are created: correct filing and labelling of all documents and pictures produced. Do any other related tasks as requested by the MEAL manger or Program Coordinator.   Main responsibilities as IT Officer Set up workstations with computers and necessary peripheral devices (routers, printers etc.). Check computer hardware (HDD, mouse, keyboards, server etc.) to ensure functionality. Install and configure appropriate software and functions according to specifications. Develop and maintain local networks, filing and computer system in ways that optimize performance. Ensure security and privacy of networks, filing and computer systems. Provide orientation and guidance to users on how to operate software and computer equipment. Organize and schedule upgrades and maintenance without deterring others from completing their work. Perform troubleshooting to diagnose and resolve problems (repair or replace parts, debugging etc.) of software and hardware. Maintain records of repairs and maintenance schedule and identify computer or network equipment shortages and place purchase order with the Logistic Department. Do any other related tasks as requested by the Country Representative or the Administration and Logistic Department.   Requirements: 2 years of work experience in a similar position (implementing database and maintaining IT equipment). 3 years of work experience with NGO. Bachelor or equivalent diploma in computer science. Proven experience as data manager and as IT technician. High interpersonal skills with a strong attitude towards diagnostic and problem solving. Able to work under stress. Organized and structured approach. Very good communication skills and team work. Excellent understanding of data administration and management functions (collection, analysis, distribution etc.) Familiarity with modern database and information system technologies In depth understanding of diverse computer systems and networks Good knowledge of internet security and data privacy principles Certification as IT Technician will be an advantage (e.g. CompTIA A+, Microsoft Certified IT Professional) Fluency in written and spoken English and Arabic. Proficient in Microsoft software (Outlook, Word, Excel, Access, PowerPoint).   We offer a one year fixed term contract in a dynamic and international working environment.  Remuneration is 1,520 USD per month according to the Solidar Switzerland salary scale in Lebanon.
