Project Manager Assistant

Job title: Project Manager Assistant Reports to: Protection Project Manager/ SGBV Focal Point Duty station: Tyre with some travel to: Saida, Bintjbeil, Marjaayoun, Nabatieh and Hasbaya Position type: Full-time maternity coverage (2 months)   Job Purpose:   Lead and coordinate the implementation of project activities for the UNHCR-funded project in South Lebanon, in particular data entry and data collection, report writing, monitoring and evaluating.   Work closely with the Project Manager and other staff to assist in managing the project for the duration of maternity leave.   General Duties and responsibilities: Project Monitoring & Reporting: Ensure accurate quality reporting on the activities reported under the protection program, in close collaboration with the reporting assistant, feeding into weekly and monthly reporting to be prepared by the Project Manager. Contribute to the drafting of internal/external reports (weekly/monthly/and quarterly) according to INTERSOS and donors requirements ensuring that reports are of a high quality and submitted on time. Elaborate trends and protection situation analysis on a quarterly basis. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention. Check and provide final versions of qualitative monitoring tools on the base of the data provided by Senior Case Workers; Provide monthly input to the Project Manager for the completion of the internal Project Appraisal Tool (PAT). Provide input for quarterly reports to be validated by the Project Manager to be presented to UNHCR. Fill in required data on online systems including RAIS and Activity Info. Staff Support: Support the staff teams through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project. Organize weekly/ monthly meetings to plan activities with the teams. Ensure the referral mechanism system is known by workers and donors, properly applied and monitored. Ensure timely and quality implementation of the work plan, in coordination with field teams. Ensure smooth communication and coordination between the projects’ teams. Strengthen coordination among the projects’ teams, ensuring that there is a comprehensive link and mainstream between the different project components. Participate in the recruitment of projects staff and provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development. Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues Maintain good working relations with key actors amongst the refugees from Syria and Lebanese host community local authorities. In coordination with the project teams, logistics and administration, ensure that a weekly expenditure plan (liquidity) is prepared and delivered to the Project Manager including expected costs for: Office running costs of the centres (cleaning services and material, stationary, maintenance, equipment etc.) Cost to deliver/implement activities Any related costs for cash or in-kind assistance for PoCs. Coordination & Representation: Develop and maintain effective working relationship with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services. Support and join field staff in monitoring protection issues affecting refugees from Syria and Lebanese host population. Provide written feedback about protection incidents, issues and aid-related community-conflicts to the Donor partner. Build the capacity of local actors and key community members (such as the refugee community focal points) on key CP, SGBV and PwSN issues. Supervise staff involvement in district coordination meetings and ensure that information is consolidated and fed back to working groups and the Project Manager.   Qualifications: -       Bachelor’s degree in social science/ social work or relevant field -       3 years of relevant work experience -       Excellent knowledge of Microsoft Word and Excel, with the ability to train others -       Demonstrate ability to work within humanitarian context and knowledge of donors’ requirements/ main humanitarian field of interventions -       Very good understanding of protection and refugee rights -       Knowledge of SGBV, CP, PwSN and protection related issues -       Experience in dealing with volunteers and local authorities -       Ability to work independently while being member of a team and working under pressure -       Ability and willingness to travel to project areas and spend extended periods with communities and volunteers -       Experience in conducting basic administrative tasks -       Fluency in spoken and written Arabic and English -       Excellent analytical and reporting skills -       Strong organizational skills -       Strong interpersonal skill and communication skills Any change to the proposed activities should be discussed with the INTERSOS office in Tyre.   A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description may change based on the situation in the field.
