OVERVIEW
For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees.
Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community.
The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon.
JOB DESCRIPTION
Under the supervision of the LCRP General Supervisor, the Senior Social Worker (Shelter) represents the MoSA in the coordination and planning of the shelter activities under the LCRP.
Essential functions and responsibilities include:
Attend in coordination with the Shelter Coordinator/MoSA the regional shelter coordination meetings and attend other meetings as deemed necessary.
Assist in providing necessary guidance on the shelter options approved by the MoSA.
Participate in the design of tools to be used by the Shelter team.
Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship.
Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes.
Participate in gathering and mapping all needed information on shelter locations, coordinating work plans, and providing recommendations on the geographical locations of the upcoming shelter activities, taking into consideration the prevailing cultural and social existing backgrounds.
Participate in identifying structures and prioritizing locations suitable for shelter use, to be referred to the shelter members.
Support the shelter actors in getting necessary approvals from private landowners and local authorities to conduct rehabilitation works, and maintain proper records on each approval process.
Conduct technical surveys on the physical conditions of the built structures to be used as collective centers and the sites to be transformed into formal tented settlements, transit sites and existing nomadic dwellings.
Provide needed technical reports on the suitability of the assessed options as per the technical standards.
Oversee construction at site level; provide technical guidance for specific shelter activities.
Ensure field level monitoring of the quality of all works in coordination with the MoSA, the UNHCR and other shelter members.
Maintain a database documenting checks of files and in the field, ensuring appropriate percentage of shelters is checked.
Provide regular (daily/weekly) reporting to the MoSA Shelter Coordinator.
In consultation with the MOSA regional coordinator, map and report needs for needed Quick Impact Projects (QIPs) aiming at release the Syrian crisis burden over the local host community and benefit the displaced communities.
Other tasks as required by the General Supervisor.
QUALIFICATIONS
Minimum Requirements
University Degree in (Civil) Engineering, Certificate in Building/Construction or related technical qualifications.
Minimum of 2 years of work experience in similar position.
Experience in monitoring construction and managing contractors.
Experience in community based approaches to construction.
Familiarity with the minimum construction standards for SSB (eg., Shelter Sector Standards in Lebanon).
Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders.
Strong negotiation and mediation skills and ability to work independently.
Report writing skills and computer skills in word processing, spreadsheets, CAD, Power Point.
Experience in conducting surveys, managing data and statistics is desirable.
Knowledge of the NGO operations and the dynamics of the humanitarian sector is an asset.
