OVERVIEW
For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees.
Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community.
The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon.
JOB DESCRIPTION
The Project Coordinator oversees technical and operational implementation of the project and is responsible for meeting the project goals within the set deadlines. Under the supervision of the LCRP General Supervisor, the Coordinator’s essential functions and responsibilities include:
Collect and analyze all information regarding the status and needs of the forcibly displaced Syrians in collaboration with the United Nations High Commissioner for Refugees (UNHCR) and other UN agencies in order to improve LCRP's efficiency, by facilitating assistance for those affected by the crisis e.g. host communities, collective accommodations, rent payments, prefabricated tents, taking into consideration the host community's support.
Identify and assess the main information, legal and protection needs of target beneficiaries and apply this to quality project design and implementation.
Ensure that weekly activity plans are in accordance with overall project objectives, identified outputs and timeframes.
In close coordination with the project manager and the specialists, develop the design of the project’s activities and, as relevant, contribute to their development.
Develop work plans for the project, and ensuring that project activities and outputs are delivered on target and in accordance with the MoSA strategy and policy.
Oversee the development and the implementation of the monitoring and evaluation system of project activities according to a settled time-frame.
Responsible for ensuring that design and standardization of forms, questionnaires and other templates used to document the project’s activities in the field meet the project needs, in liaison with the MoSA M&E team.
Contribute to the development of harmonized monitoring, evaluation and reporting tools and procedures.
Coordinate and oversee entry of relevant data into the project database, verify the accuracy of inputted data, ensure the filing system is updated and include database information in periodic project reports.
Coordinate timely implementation of all aspects of the project with particular emphasis specific activities described in the project document such as capacity building activities, social and environmental management, community development, monitoring and evaluation; and resource-sharing.
Coordinate project procurement and logistics activities with administrative support personnel.
Support information dissemination activities and advocate for the project among key stakeholders.
Participate in regular meetings with the project staff in order to facilitate the exchange of information, discussion and response to challenges and to identify lessons learned.
Participate in the coordination meetings between relevant agencies.
Other tasks as required by the General Supervisor.
QUALIFICATIONS
Minimum Requirements
University Degree in Project Management, Business Administration, Public Administration, Social Sciences or a related discipline. Post-graduate degree will be considered as an advantage.
Minimum 5 years of work experience in project implementation, donor liaison, operations, administration, or related functions.
Demonstrated experience in coordinating development projects.
Extensive working experience in dealing with various reports and information analysis a distinct advantage.
Experience in legal, social, and /or protection work in a humanitarian context.
Experience of project cycle management.
Experience preparing reports to donors and clients, and coordinating the compliance to grant requirements an asset.
Experience in providing assistance and support in evaluation and performance monitoring an asset.

Strong verbal and written communication skills in English and Arabic.
Ability to interact with disaster management counterparts at all levels.
Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint.
