Protection Officer Pss/cbos

Job Purpose: With the support and supervision of the Protection Manager the Protection Officer for Psychosocial Support and CBOs (Community-Based Organizations) is responsible for the correct and efficient implementation of the PSS and CBOs activities in the assigned areas and the overall supervision of the project teams (Social Workers and Field Activity Officers).   Generic Duties:   Manage and supervise the Community Services Unit (Social Workers, Field Activity Officers) and incharge of the implementation and the supervision of community service (PSS and CBOs) activities ensuring qualitative and timely planning, implementation and monitoring/evaluation of the component. Support the staff teams through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project. Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities Provide technical guidance to the development of the project’s PSS component ensuring timely and quality implementation of the PSS activities. Develop and further strengthen the implementation of PSS toolkits and monitor and evaluate the impact of PSS activities/toolkits on beneficiaries Participate in standardizing PSS toolkits on a national level Provide coaching, support and supervision to the field staff in the implementation and the development of ad hoc PSS curricula / activities. Provide trainings on PSS related issues for internal staff and external stakeholders Guarantee the respect and adoption of donor’s guidelines on the implementation of the PSS activities. Contribute to the analysis of internal and external M&E tools adopted Work in collaboration with technical staff (ex. Protection Manager and Coordinator, Protection Officers, Psychologist)  for the development of PSS tools Contribute to the development of new project proposals and initiatives in order to further integrate the PSS component into broader protection initiative. Participate to sectorial meetings organized by INTERSOS or other stakeholders (PSS Committee – MHPSS committee) Coordinate and collaborate with all staff and seniors to guarantee an efficient and quality implementation of the project’s activities. Ensure yearly and monthly drafting of financial plan for budget lines related to PSS and CBO activities. Ensure monthly follow up on progress of budget expenditures for PSS and CBOs activities against financial plan and preparation of weekly liquidity plan. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention. Accomplish any other task requested by PM, PROM and any for other business requested by the mission.  Organize weekly/monthly meetings to plan activities with the projects’ teams.   Specific Duties: Work on an holistic PSS programme to be implemented in the above mentioned regions targeting children, adolescents and parents/caregivers; Establish ad hoc programmes of implementation of activities for ML Region in order to reach qualitative and quantitative targets in due time; Ensure the adoption of minimum standards required (ex. Child Friendly Space Checklist, code of conduct) in centers where the activities are implemented; Review and provide technical input on the drafting of the MoU with CBOs with regards to technical activities of PSS Plainfield the purchase of material concern PSS activities and material support for the COBs identified. Coordinate and supervise identification in ML of CBOs that INTERSOS will partner with, in collaboration with FAO and OVs. Organize and/or conduct trainings on PSS activities for children, adolescent, parents and caregivers to INTERSOS staff, and CBOs Supervise and monitor INTERSOS and CBOs staffs during the implementation of activities; Conduct frequent field visits to monitor and evaluate activities implementation; Plan, organize and supervise the implementation, by INTERSOS staff and CBOs of: i) outreach activities run by Social Workers and other staff members in order to identify children, adolescent and caregivers in need to PSS activities; ii) PSS activities for children on the base of ad hoc PSS curriculum; iii) PSS activities for adolescent on the base of ad hoc PSS curriculum; iv) PSS activities for parents / caregivers on the base of ad hoc curriculum (ex. Good parenting); v) Informal Skills Trainings with boys and girls, men and women inside and outside the community centers vi) Awareness raising sessions targeting children, adolescents and adults vii) Vocational training monitoring viii) Implementation of Solidarity Initiatives activities in centers viv) Pss activities and awareness session for Persons with Specific Need through CBOs Take part in PSS activities, discussion in support of field staff; Collaborate with other staff members in order to insure that PSS dimension is integrated in all interventions including CSMC and OVs. Provide inputs for the realization of community brochures and Early Childhood Development material in consultation with children, adolescent and caregivers;     Reporting:   Check and provide final versions of qualitative monitoring tools on the base of the data provided by social workers; Provide weekly and monthly reports to be validated by the Project Manager and Protection Manager and other internal reporting; Provide quarterly reports to be validated by the Project Manager and Protection Manager to be presented to UNHCR; Provide input and reports for particular PSS related issues and sections of project proposal.   Administration: Provide input to Field Activities Officers (FAOs) for materials needed to implement activities in the field.   In coordination with the teams, ensure that a weekly expenditure planning is prepared and timely delivered to the Project Manager including expected costs for: Office running costs of the centres (cleaning services and material, stationary, maintenance, rehabilitation, equipment etc.)  Cost to deliver/implement activities Participate in the recruitment of projects staff and provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development.  Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues     Logistic:  Coordinate with Field Activities Officers (FAOs) and with the INTERSOS Logistic Department for materials and services needed to implement activities in the field.   Coordination and Representation: Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.  Be available to take part in meetings in the centres, in Mount Lebanon INTERSOS Office or in any other location required by the  FAO and the general management Be available to take part in sectorial meetings Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required.     Competencies:  (Knowledge, Skills & Abilities)   Professional Competencies:   -       4 years of extensive psychosocial programming and implementation experience – at least 2 years in NGO/INGO; -       in depth knowledge of Psychosocial programming in the humanitarian context; -       Knowledge of main PSS tools adopted by NGOs/INGOs in the country -       Understanding and commitment to Child Protection and Protection principles -       Training experience required; -       Experience in managing teams up to 15 persons -       Strong organizational and supervisory skills with excellent reporting & writing skills; -       Computer literacy (Word, Excel, outlook) -       Driving License.   Behavioural competencies: -                      High confidentiality and respect. -                      Change and adaptability; Ability to work under pressure. -                      High level of planning & organising. -                      High degree of flexibility in terms of working extra hours and movements. -                      Excellent interpersonal and communication skills. -                      High level of analytical thinking.
