Livelihood Field Coordinator

Cesvi in Lebanon  Cesvi is working in Lebanon since 2001 in different areas: North Lebanon (Tripoli, Halba); South Lebanon (Sidon); Mount Lebanon (Chouf); Nabatîyé (Nabatîyé); Beqaa (Zahlé); and Beirut (Beirut). Cesvi projects are funded by institutional donors and private foundations, and operate in the sectors of livelihood, food security, and emergency assistance. Protection is a strong crosscutting component in all projects. Since 2013, Cesvi has been responding to the effects of the Syrian Crisis in Lebanon with emergency interventions for vulnerable refugee families through the provision of food and non-food items. In 2014-2015, Cesvi implemented an emergency project in Chouf Governorate which improved livelihood conditions of both Syrian refugees and host communities experiencing economic difficulties. Through the promotion of Cash for Work activities, this programming increased participants’ temporary income and promoted social cohesion in the target region. Currently Cesvi is working in livelihood and protection sectors in Mount Lebanon and South Lebanon, adopting a holistic needs-based approach through CfW activities, psycho-social services and vocational trainings.  Project Project Title: Building Resilient Communities in Lebanon:  An Integrated Approach to Livelihoods and Income Generation for Vulnerable Populations Donor: Dutch Government – Addressing Root Causes Fund The project aims to create livelihood opportunities in a conflict-sensitive manner, leading to more jobs, income and resilient communities, adopting a threefold approach: 1 - Building the capacity of Ministry of Social Affairs (MoSA)-supported Social Development Centres (SDCs) to function as community based institutions to provide livelihood support to vulnerable populations; 2 - Supporting vulnerable individuals to access employment opportunities through technical and soft-skills building, apprenticeships, and job matching services;  3 - Supporting the private sector in expanding and creating new employment and self-employment opportunities (Business Development Services, grants, access to other financing instruments).   Job purpose: The Livelihood Field Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities, in adherence to logistics, human resource, administration, and security procedures. At the municipal and governorate level, the Field Coordinator represents Cesvi to relevant stakeholders. The Livelihood Field Coordinator provides general support, guidance, and serves as focal point during program planning and reporting of the indicated project. The Field Coordinator reports to the Livelihood Program Manager.    Duties/responsibilities: Main tasks: Plan, monitor and report on skills training and livelihood support project components (Market Based Skills Training; Internships) in close coordination with Livelihood Program Manager across project sites Handle the daily follow up on the project’s activities on the field, and ensure that the technical aspects of the project are running in accordance with the project’s objectives and strategies Ensure the effective use of the available resources Build strong relationship with local authorities, local partners and target groups and represent the project before the partners and other stakeholders when required Engage in the beneficiary selection process in collaboration with the local partners and under the guidance of the Livelihood Program Manager Ensure follow up with project partners, monitoring of attendance and performance to ensure that activities are delivered according to the project’s objectives and in compliance with Cesvi and donor’s regulations.  File, document and report work progress to Livelihood Program Manager on weekly basis Participation in coordination meetings and prepare minutes of meeting when required Make field arrangements for planned visits to project locations Assist in the recruitment of qualified livelihoods staff as needed Conduct needs assessment and analysis, ensuring beneficiary participation including adequate attention given to the needs and challenges by gender and of vulnerable groups. Inform and document the anomalies and the challenges carried out during the implementation phase of the program. Any other assignments given by the Livelihood Program Manager related to the position   Required Competencies At least 2 years previous field experience in a humanitarian or development NGO, ideally in a similar role and within Lebanon Demonstrable experience in livelihoods, cash for work, vocational training, or related activities Degree in Social Sciences, Business development or other related field Proven ability to work independently and as part of a team Excellent interpersonal and problem-solving skills, creativity and flexibility Excellent IT skills Ability to work in an international and multi-cultural environment Ability to work under deadlines pressure Strong humanitarian commitment and ethical values Must have a valid driver's license and Lebanese nationality
