GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors mainly in WASH sector.
GVC is recruiting personnel to cover the position of MEAL Officer to support activities in Bekaa
Position Title: MEAL officer
Reporting to: Country Representative
Duty station: Zahle with frequent field mission to North Bekaa
Salary grade: G4 / L3
OBJECTIVES:
GVC is seeking a MEAL Officer for its programming in North Bekaa. He/She will be responsible to develop and follow up the programme MEAL system in accordance with GVC needs
MAIN DUTIES AND RESPONSIBILITIES
Define and develop specific methodologies and tools for planning and monitoring
Define and develop specific methodologies and tools for evaluation and capitalization of lesson learned
Define and develop specific methodologies and tools for accountability and reporting
Ensure that all processes, methodologies and tools are aged/gender sensitive
Ensure capacity building and participation of GVC staff and beneficiaries in the relevant MEAL activities
Provide technical assistance and to support GVC Lebanon mission to implement, monitoring, evaluation, accountability and learning processes at local levels; in particular, in the collection of quantitative & qualitative information from various sources
Collect and analyse lessons learned, successful practices, and recommendations
Monitor reporting deadlines and ensure submitting required reports on time
Promote and facilitate sharing of MEAL experiences and good practices among the programme teams of GVC Lebanon
Provide analysis and presentation of MEAL data and carry out the MEAL work for program activities, provide feedback on programme progress
Ensure collation, analysis and presentation of MEAL information to the programme teams
To lead the process of mid-term and final evaluation and management responses
SKILLS AND COMPETENCE:
Knowledge and proven experience in establishing and maintaining effective monitoring and evaluation system for development projects
Experience in gathering, analysing and presenting quantitative and qualitative data
Experience of using participatory approaches in development projects
Ability to take initiative and work independently when needed
Excellent facilitation and training skills
Good organisational skills including accuracy, consistency, attention to detail and patience
Ability to show perseverance, tenacity and the ability to work under pressure
Previous experience of working on projects related to women’s empowerment
QUALIFICATIONS AND REQUIREMENTS
University Degree in social sciences, or related field
Minimum 2 years of MEAL experience with an NGO/INGO
Excellent verbal and writing skills in English and Arabic
Demonstrated experience with data collection and analysis
Proficiency of MS office programs
Driving licence (mandatory)
PERSONAL AND INTER-PERSONAL SKILLS
Arabic and Fluency in spoken and written English
Highly organised and able to work independently and respecting deadlines
Strong sense of responsibility, flexibility and willingness to work long hours
Being flexible and with the ability to adjust to changes and new requirements
