Protection -Decent Work Manager - Re-Advertised

Job Summary   The Decent Work Manager, with the guidance of the Protection Programme Manager, will work closely with the Protection and Livelihoods teams to support their work in North Lebanon, Akkar and T5. The successful candidate will support the programme teams in designing interventions to promote labour rights, improve work conditions for workers, and facilitate the creation of decent work opportunities. The position will lead the field management of the team members and the projects implementation, and represent the organization to relevant stakeholders in the region   Duties and Responsibilities   A)     Programme development and implementation of Decent Work interventions   Lead in research, design and implementation on: work restrictions, job/labour conditions and climate, and work-related abuse and exploitation; To devise a strategy in engaging governing bodies, employers  and other stakeholders on decent work issues; Develop curriculum for information sessions on decent work issues, for a variety of audiences ; Develop terms of reference for external consultants as required; Provide technical support, staff guidance and input, and produce materials to improve Protection & Livelihoods sessions on an on-going basis, as is required in the programme; In collaboration with the Protection Programme Manager, prepare M&E tools and data collection methods based on the programmes results based framework, donor requirements and reporting needs, which contributes to continual learning and program quality; B)      Project Management   Develop weekly, monthly and quarterly work plans which reflect timely implementation of activities, as requested by the Protection Programme Manager ensure the follow up; Lead and manage the Protection Field Team to successfully achieve the programmes objectives and timeframes; Under the guidance of the Protection Program Manager, ensure that the program is being implemented in accordance with objectives agreed with the donor, Concerns’ policies and best practices; Ensure that vulnerability criteria for selection of programme areas and project participants are applied and adhered to; Ensure the implement on the systematisation of the internal/external  referral procedures; Ensure the establishment/maintenance of accurate files and records in a safe and secure way – in line with data protection requirements  and donor compliance; C)      Staff Management Lead and manage assigned staff to successfully achieve the programmes objectives and timeframes, contributing to their capacity building and career development; Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract; Ensure all team members have accurate job descriptions with clear objectives and identify and facilitate training when required; Coach all assigned team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s); Evaluate Protection staff’s work performance in accordance with Concern administrative procedures; Ensure that all staff is aware of, and comply with Concern’s policies and procedures both programmatic and systematic; D)     Capacity Building Train staff and partners on topics relating to decent work issues; Support staff in finalizing training approaches and methodology, tailored to range of audiences; E)      Representation and Co-ordination Ensure liaison and facilitate interaction with Consortium Partners, Government Bodies and UN/INGOs/NOGS with a view to ensuring an efficient and effective implementation of the project activities; Attend Working Group and Task Force meetings whenever necessary; F)      Referrals Undertake internal/external referrals in line with needs identified; Ensure that referral pathways are functional based on the norms of ethic and confidentiality; Ensure that CRM (Complaints & Response Mechanism) is rolled out and functional; G)     Work Ethic Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern’s Code of Conduct; Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and to the beneficiaries, and be committed to providing a safe working environment; H)     Other  Any other task required by the programme;   Job Requirements Degree in law, social studies, development or other relevant disciplines Relevant work experience in the labour and employment field Knowledge of the context and challenges relevant to the programme focus At least  two  years  professional experience in relevant field, preferably with a focus on Decent Work issues and/or other relevant areas such as Child Protection, Child Labour, Education, Vocational Skills Development and Livelihood Support. Excellent communication skills, including training and facilitation; Excellent research skills Ability to work independently, quickly, precisely, and take initiative and responsibility Ability to work across teams and co-ordinate effectively with other organisations Diplomacy, assertiveness and cultural sensitiveness; Fluency in English and Arabic written and oral.
