Intro: TDH- IT is seeking an Engineer Supervisor to support with two rehabilitation projects implemented by TDH- IT in Beirut/ Mount Lebanon  region:   EU- funded (‘Madad Trust Fund’) education project, ‘Back to the Future’ in consortium with AVSI (lead agency) and War Child Holland. The consortium will support formal and non-formal activities for vulnerable preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include; school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.   Italian Cooperation funded (‘AICS’) education project, ‘Improve Scholastic Infrastructures and Develop Educational Opportunities for vulnerable children in Lebanon and Jordan,’ in partnership with AVSI (Lead Agency). Activities include; school rehabilitation, transportation services for children, outreaching and foreign language classes.   Terre des Hommes Italy (TDH- IT) is recruiting an Engineer Supervisor to manage the activities of the Civil Engineer Consultant, to carry out assessments and rehabilitation works in six public schools in Beirut/Mount Lebanon.  The selected schools cover the regions of Jbeil, Aley, Metn, Beirut and Baabda.     Job Purpose: With an anticipated start date of Mid- August 2017, the Engineer Supervisor will act as the line manager of the Engineer Consultant; coordinating his work, facilitating meetings between the Engineer and the Ministry of Education and Higher Education (MEHE), monitoring his work on the field, managing works planning, procurement procedures and works handover.   Key Responsibilities Manage the Engineer’s planning and execution of the schools’ rehabilitation work in 6 public schools in Beirut/Mount Lebanon region. Act as the TDH IT rehabilitation focal point in the field, with; School Directors, community/parents groups and MEHE’s PMU (engineering unit). Accompany the Engineer and facilitate his visits with external stakeholders; ensuring all meetings are monitored, recorded (minutes) and reported on. Manage the Engineer’s work-plan; supporting him to set deadlines and targets in line with the projects’ work plans. Monitor and provide feedback on the Engineer’s periodic narrative reporting, ensuring all reports are submitted on time, with the correct level of detail to the Project Manager. Support the Engineer with site visits; support him in his relationship with contractors and ensure that contractors are carrying out their work in line with the projects’ schedules. Work with the projects’ Field Officers to collect feedback from community and parents’ groups regarding the rehabilitation of their schools; establish a complaints handling mechanism and ensure regular coordination with the community. Establish a relationship with the Municipalities’ where the schools are located; ensuring they are regularly informed of the project’s progress and have a platform to voice opinions or concerns relating to the project.   Experience required: Education: Bachelor’s degree in any subject. Preferred (Engineering, Architecture, Business or Administration).   Experience and competencies:   Essential:   At least 3 years’ relevant experience with an NGO; working at field level as a field coordinator. At least 3 years’ experience with an NGO delivering development projects in Lebanon; preferred someone with experience in Mount Lebanon. At least 3 years’ experience with an NGO as a focal point with Municipalities and senior stakeholders; school directors, Moktars, Community leaders etc. Previous experience in supervising a team of staff to deliver technical activities (i.e. Engineers, contractors, construction workers, field officers). Experience of designing activity plans and scheduling activities.   Experience of working with Syrian communities; preference for working on construction/rehabilitation projects. Strong personnel leadership skills, particularly mentoring skills. Strong writing and demonstrated critical thinking skills. Ability to communicate in Arabic; fluency in English required. Computer skills in MS Office (Word, Excel, Access, Outlook). Preferred: A candidate with prior knowledge of TDH IT procedures and protocols.
