Wash Engineer-Bekaa

PURPOSE OF POSITION: The purpose of the position is to design, implement, and monitor and coordinate WASH infrastructure interventions within World Vision’s Water, Sanitation, and Hygiene (WASH) program in the Bekaa and to improve the public health of the target population. The WASH Engineer is fully accountable for proper execution and monitoring of works as per applicable specifications and standards. MAJOR RESPONSIBILITIES: 50% Implement project activities as per plan Conduct technical assessments and data analysis Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of project WASH infrastructure Validate program of works and method statements submitted by contractors and suppliers Provide overall follow up and supervision of the project related engineering and construction works and provide certification reports Provide technical expertise related to the planned infrastructure works carried out by the project. Track activity expenses; ensure that appropriate action in place in a timely fashion. Check payments raised by contractors and suppliers and submit to finance Quality WASH Infrastructure implemented within the planned project timeframe and budget. 30% Design of potential and current construction projects Define the reference standards in the planned WASH infrastructure works. Develop specifications, drawings, and Bill of Quantities (BoQ’s) Interpret field and laboratory results. Supervise the design of systems, processes, or equipment for control, management, or remediation of water, wastewater, air, or soil quality. Develop, implement, and manage plans or programs related to conservation or management of natural resources. Assist in proposals for water and wastewater treatment projects. Perform hydraulic analysis, and design calculations. All WASH Infrastructure is designed in line with international and local best practices Complete technical project documentation including calculations, BOQ’s, specifications and drawings Sound proposal solutions responding to needs as assessed 10% Develop report and manage information Ensure that all WASH infrastructure data is collected and reported on a timely manner. Validate the accuracy of the data, and the quality of the WASH Infrastructure interventions. Submit regular reports related to the project to the related manager. Study and negotiate variation orders document and approve them when completed. Coordinate the works between beneficiaries, consultant, contractor and client. Communicate effectively with stakeholders Well-managed and clear databases are being used to plan, monitor, and modify the WASH interventions. 5% Manage the Capacity Building of the team Develop and execute a capacity-building plan for World Vision Water, Sanitation, & Hygiene (WASH) staff. Develop technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide World Vision’s WASH Infrastructure interventions, drawing from international best practices, along with field specific observations. Develop clear infrastructure monitoring tools (e.g. checklists). Conduct trainings for project staff and ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance. WV WASH staff and ‘Community WASH Focal Points’ are empowered to ensure proper installation, operations, and maintenance of WASH infrastructure 5% Perform other duties as required Attend and participate in capacity building trainings locally and internationally. Attend and participate in WVL’s spiritual nurture and other organizational events. Responsible of own security and actively contribute to a positive security culture. Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager. Perform other duties as assigned by the Line Manager. Ensure personal safety and the safety of the field WASH team. Be an active member of World Vision staff. KNOWLEDGE, SKILLS AND ABILITIES: Bachelor Degree in Civil or Mechanical Engineering 2-4 Years of experience in a similar supervisory and design position Detail-oriented personality Independent, Self-Starter and creative and able to work without supervision Strong English and Arabic communication skills (oral and written) Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation A high level of diplomacy and networking skills is required Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina Ability to work in and contribute to team building environment Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources Ability to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office) Ability to use AutoCad and ArcGIS Experience working collaboratively in a team Experience in infrastructure works, and in coordinating activities with partners and facilitating capacity building Experience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring A full commitment to World Vision’s core values and mission statement. Full adherence to World Vision Lebanon Child Protection, Code of Conduct and Conflict of Interest policies Full adherence to security protocols Member in Lebanese Order of Engineers and Architects Knowledge of wastewater treatment and water treatment simulation / modeling software and solutions Knowledge of water and waste water networks modelling software (like WaterCAD, SewerCAD, Epanet.…) Experience in testing treatment facilities Experience in reviewing and preparing O&M manuals 50% field work, 50% office based Be prepared to travel to implementation sites and regional, global meetings as required.
