Job Summary:
The main role of the MEAL (Monitoring, Evaluation, Accountability and Learning) Officer will be to manage M&E frameworks and tools that will monitor and evaluate the progress and impact of the projects. The MEAL Officer will make regular field visits to monitor quality of data collection and also ensure the teams understand and are actively using the tools in the field. He/she is also responsible to ensure data collected is inputted and analysed in timely manner and will generate information that facilitate timely decision making on program design and implementation and reporting.
Duties and Responsibilities:
1. To manage the M&E system for Concern programs and ensure it is implemented effectively
1.1 Building on existing tools, apply procedures for the monitoring and evaluation of project activities. This will include reviewing the project log frame, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms.
1.2 Ensure that project teams understand the log frame, key project performance indicators and are implementing the M&E tools designed to measure progress as well as monitoring the indicators throughout the duration of the project to ensure it achieves the expected results.
1.3 Assist in defining the core information needs of Concern in Lebanon and other stakeholders and supporting the Project Managers in providing such information. This will include information for project level planning meetings, quarterly review meetings with stakeholders and the annual learning and accountability review meetings, donor report and information for other relevant stakeholders.
1.4 Working with consultants that are contracted to carry out surveys and studies planning purposes or evaluating project effects and impacts. This will include informing and joining external supervision or evaluation missions and providing direct knowledge of the situation in the field during such exercises.
1.5 Assisting in implementing a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
2. To collect, analyze and report on project data at input, output and outcome levels
2.1 Set up an electronic beneficiary database system and ensure all beneficiaries within the projects are included.
2.2 Designing and maintaining an up-to-date database for tracking quantitative data progressively as project implementation progresses to support the regular reporting.
2.3 Manage data collection tools and reporting formats with technical support from MEAL Manager and Program Development Coordinator based on the requirements of Concern, donors and other stakeholder reporting requirements.
2.4 Undertaking regular visits to the field to support implementation of M&E activities like the routine data collection and support participatory review meetings with communities. Verifying that field officers and partners are using the data collection tools properly and capturing information without compromising data quality, and providing hands-on support where necessary.
2.5 Assisting project staff in preparing their progress reports, case studies and articles for sharing with other stakeholders as learning materials in accordance with approved reporting formats and timing.
2.6 Liaising with M&E staff of other relevant agencies and government offices as relevant to collect current country information on the indicators relevant to the project.
2.7 Supporting learning and review meetings at project and national level. This includes supporting preparation of appropriate information/ reports to be shared in such meetings.
3. To support program development processes
3.1 Participating in programme development activities like strategy reviews and contextual analysis, baseline studies, other specific studies as required
3.2 Actively supporting the broader Concern Lebanon and Concern Worldwide organisational initiatives within the context of knowledge management, planning monitoring and evaluation and sharing innovations and learning from Concern interventions.
4. To ensure the effectiveness of Concern accountability mechanisms
4.1 Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct
4.2 Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and to the beneficiaries, and contributing to providing a safe working environment
4.3 Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required:
1. Education
University Degree in Statistics or any of the Social Sciences
Relevant Diplomas and short courses in project planning and management, M&E, Community Development
2. Job related Experience and Knowledge
At least 18 months experience in planning, monitoring and evaluating donor funded projects for INGOs
Proven experience in developing and implementing monitoring and evaluation plans, in applying qualitative and quantitative data collection tools and in conducting surveys, managing data and statistics
Excellent computer skills
Strong analytical skills, report writing skills, facilitation skills, team building and coordination skills
Excellent written, verbal, communication and interpersonal skills in English and Arabic languages
