DISCLAIMER It is mandatory for applicants to mention the job title in the subject of their email Applicants who do not will be disregarded   PROGRAM/DEPARTMENT SUMMARY: The Humanitarian Access Team (HAT) is based in Beirut and currently supports multiple country programs. The HAT is a direct response to the difficulty of remote programming in an active conflict zone; HAT seeks to respond to these challenges using several technical and non-technical tools to gather and analyze information in order to enable agile, adaptive, and proactive programming.   HAT maintains a website which supports more than 100 organizations.   GENERAL POSITION SUMMARY: The Technical Advisor will maintain the HAT website while making sure to adhere to the security needs and data confidentiality. He/She will manage / organize humanitarian and conflict database on the web-based platform. The Technical Advisor will normalize and streamline the data flow and lead on new analytical database system, social media monitoring systems, and incorporate these outputs into Mercy Corps products and assist other teams in developing these same tools. He/She needs to be able to visualize data using Carto or/and any other relevant tools providing geospatial analysis and recommendations   ESSENTIAL JOB FUNCTIONS: Provide wireframes and an outline of information architecture and technical system details for the building of an Upgraded website. The website should scale up to meet the new requirements and developments in HAT’s products, to include but not limited to: smartly-designed intuitive frontend to elegantly present HAT’s products, web-based library and archiving system, web mapping frameworks, multi-leveled security and users’ permissions, and others. Integrate data from various back-end services and databases, and ensure that no loss in data and information occur during the transit. Website content management, website maintenance, expansion and continuous upscaling as required by management. Stay plugged into emerging technologies/industry trends and apply them into HAT’s operations and activities. The ability to map various types of data and Integrate different current and upcoming datasets into interactive maps. Recommend, establish and utilize technologies and tools for business intelligence as requested by management or as required such as Power BI, Qlikview, or Tableau. Support with/work on Structuring and cleaning any unstructured data required to accomplish the mentioned above tasks. Apply high-end security procedures on data, website and other platforms and frameworks, and ensure that all users are following the same security procedures. Support bespoke research and data collection around specific issues or projects, as requested. Work in a committed manner with consistency, integrity, and discretion Maintain professional confidentiality and discretion over all subject matters and Mercy Corps business. KNOWLEDGE AND EXPERIENCE: -          PHP, HTML, CSS, SAS, MySQL, Postgres, Python, Ruby on Rails, Ajax, .. -          Proficient use of Adobe Creative Cloud Suite; -          Strong knowledge on building maps and visualizing data (CartoDB, ArcGIS) -          Strong organizational skills; -          Ability to interact effectively with international and national personnel; -          A demonstrated ability to multi-task and process information from multiple streams; -          Ability to think critically;  -          Ability to remain impartial and objective; -          Ability to work under pressure and with very short deadlines.
