Project Advisor/lead Project

A.     Required qualifications, competences and experience Qualifications §  University degree (BA or Masters) social science, political science, gender and women’s studies, development studies or other relevant field. Professional experience §  5 + years’ experience in development projects within governmental or non-governmental organisations 2-3 years of experience in gender mainstreaming and women empowerment preferably with a focus on political participation Experience in or knowledge of good governance and especially local governance is an asset §  Experience working with governmental and/or civil society actors (NGOs, CBOs etc.) §  experience with M&E and report writing (e.g. project progress reports) §  experience with administrative work as well as with event management, organizing workshops and conferences is needed §  experience in awareness raising methods, especially with social media is an asset   Other knowledge, additional competences §  fluent in English and Arabic, German language skills an advantage good working knowledge of ITC technologies and computer applications, especially MS Office (Word, Excel, Outlook) very good people skills and strong team player networking skills an advantage very good personal work organization Able to travel within Lebanon and if required to other countries.   B.     Responsibilities §  supporting the project management using GIZ´s management model “Capacity Works” §  supporting and facilitating project implementation and associated activities at all levels §  carrying out administrative and organizational tasks §  coordinating with partner organizations (NCLW, LOST, RDFL etc.) and others; managing local short-term experts and consultants §  monitoring the projects progress according to GIZ rules & regulations §  supporting internal and external communication of the project, responsible for all communications in Arabic §  representing the project in meetings, workshops and at conferences   C.     Tasks 1.    Supporting the project management using GIZ´s management model “Capacity Works” is responsible for regular updates of management tools such as actors mapping, capacity development matrix, operational plan, amongst others supports in developing and updating management tools, strategies and concepts.   2.    Supporting project implementation §  assumes responsibility for project areas as to be defined with the project management §  advises the project management and project partners in technical issues related to gender mainstreaming and women’s empowerment in local governance, advocacy, awareness raising of women’s leadership, creating and sustaining networks and dialogue forums §  prepares knowledge inputs and provides local context for visits of international experts and consultants to GIZ Lebanon or partners; ensures quality of mission outputs §  ensures quality control of all outputs under his/her responsibility §  undertakes regular field visits; participates in events in and (if needed) outside Lebanon   3.    Administrative and organizational responsibilities §  Takes the responsibility for and carries out administrative, financial and organizational tasks, as necessary for the project implementation (up to 20-30% of the tasks) §  organizes and follows-up internal, local and national events (meetings, workshops, conferences etc.)   4.    Cooperation, networking and coordination coordinates regular meetings, exchange formats, workshops, reports, etc. with all national project partners; advises project partners in technical and sectoral issues, in coordination with project management keeps oversight and follows up on the implementation through partners assists in identifying potential partners and stakeholder for new project components maintains a very good working relationship with all project partners and good contacts with all relevant national stakeholders (e.g. ministries, civil society, media) in coordination with the project management etc. §  manages local short-term experts and consultants, drafts TOR and follows up on their work. §  prepares consulting missions technically and logistically   5.    Monitoring the projects progress according to GIZ rules & regulations Supports the constant maintenance of the impact-oriented monitoring system for LEAD is in charge of progress monitoring, results based monitoring and evaluation of activities based on work plans, concept notes and the impact matrix of the project; feed-back of results to partner organizations and other team members collects all relevant data and feeds it into the monitoring system; produces regular reports   6.    Supporting in internal and external communication & knowledge management §  keeps track and informs project team constantly about relevant political and socio-economic developments and news affecting the sector (local governance and gender equality/women’s empowerment), that may have an impact on project’s management and implementation §  supports all communication related work of the project, including the preparation of factsheets, inputs to specific knowledge management tools, website, presentations, etc. §  responsible for all communications in Arabic; assists with translation to and from Arabic, as required and/or ensures that the quality of translated documents is at a very high standard §  supports with documentation of meetings and events §  ensures that all relevant documents are archived in the GIZ’s document management system   7.    Representing the project in meetings, workshops and at conferences §  prepares presentations, inputs, etc. for meetings, workshops or conferences §  represents GIZ at relevant meetings, workshops and conferences as required   Project description: The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the programme ‘Strengthening Women in Decision Making in the Middle East’ (LEAD). The programme is a part of the ‘Special Initiative for Stabilization in North Africa and the Middle East’ of the BMZ, which is pursuing the objective of reinforcing democratic transformation and sustainable development. In order to promote a more balanced involvement in local development, the programme aims at strengthening women’s political and effective participation in decision-making in selected communities in Lebanon, Jordan and the Palestinian Territories. It works in three complementary fields of action: Promoting women in local politics and local government; Promoting a gender-sensitive environment in local governance through the implementation of recommendations resulting from gender audits in municipalities; Establishing and reinforcing existing gender platforms and networks that coordinate the objectives and activities of concerned actors and civil society. These fields of action are aligned with the respective national strategies and objectives and are being adapted in a flexible manner to each country’s specifics. In Lebanon, the LEAD project cooperates with the National Commission for Lebanese Women (NCLW) in order to enhance structural gender equality through supporting institutional gender mainstreaming (e.g. in administrative bodies) and strengthening female council members and women in local administration; with the Lebanese Women’s Democratic Gathering (RDFL) in assessing and supporting the gender performance of municipalities; with the Lebanese Organization for Studies and Training (LOST) in promoting civic engagement and networks for more engagement of women in local governance;
