Background Chemonics seeks an EMIS and MEL Expert for the anticipated four year DFID Support to Reaching All Children through Education II (RACE II) Formal Education Programme (SR2) in Lebanon. The program aims to support the Government of Lebanon, particularly the Ministry of Education and Higher Education and the Centre for Education Research and Development, in its plans to improve public sector education service delivery and strengthen the formal education system. The overall objective is delivery of formal education to Lebanese and refugee children ages 3 to 18 in Lebanon. We are looking for individuals who have a passion for making a difference in the lives of people around the world.   Responsibilities include: Support the development of a unified data management framework at all levels to make better use of the Government of Lebanon (GoL)’s education data sources. Strengthen the process and mechanisms for streamlining and improving delivery of information management, benchmarking, standardized operation procedures and performance management. Strengthen data usage for planning, monitoring, decision making and measuring and improving learning at different levels of the education system. Build the capacity of the MEHE’s data analysts and use.   Qualifications: Master's degree in information systems or relevant field Minimum 8 years of relevant technical experience working at the ministerial level on issues related to EMIS and/or information management systems Experience developing and implementing Education Management Information System (EMIS) for national government Experience in monitoring, evaluation, and learning (MEL) in an education context Direct experience assessing and revising ministerial information management systems
