Education Finance Expert

Background Chemonics seeks an Education Finance Expert for the anticipated four year DFID Support to Reaching All Children through Education II (RACE II) Formal Education Programme (SR2) in Lebanon. The program aims to support the Government of Lebanon, particularly the Ministry of Education and Higher Education and the Centre for Education Research and Development, in its plans to improve public sector education service delivery and strengthen the formal education system. The overall objective is delivery of formal education to Lebanese and refugee children ages 3 to 18 in Lebanon. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include: Provide expert advice to the MEHE to ensure that RACE II and long term education system reform and development are planned and financed coherently. Strengthen MEHE’s capacity to develop and implement annual operational plans and budgeting in the context of the GoL’s budgeting. Strengthen MEHE’s financial management systems and processes, financial monitoring and audits and staff management. Develop CERD’s performance-based budgeting capacity. Assist in the development of annual budgeting plans in consultation with DFID, GoL and other partners. Qualifications: Master's degree in education economics/finance, or other relevant field Experience in education finance and budgeting Experience in public financial management (PFM) and budget analysis Experience in training and capacity building of high-level officials
