Geneva Call is recruiting a Project Officer in Lebanon
Geneva Call is a neutral and impartial humanitarian non-governmental organization that engages with armed non-State actors (ANSAs) to promote their respect for international humanitarian norms in armed conflicts and other situations of armed violence, in particular regarding the protection of civilians. Geneva Call is registered as a Foundation under Swiss law. It carried out 44 projects in 19 countries in 2016.
Main Responsibilities
Under the supervision of the Lebanon based Programme Coordinator, the consultant will be responsible for the coordination and implementation of Geneva Call’s activities in Lebanon.
Her/His main responsibilities are:
Coordinating and implementing Geneva Call’s activities with Syrian civil society in Lebanon in accordance with the concerned Programme Managers.
Providing other project-related support to the Programme Coordinator.
Main Tasks
Analysis/planning
Analysing the global humanitarian situation in the concerned country, focusing on the protection issues faced by the civilian population and ensuring timely delivery of appropriate reporting on the context.
Planning, coordinating and implementing relevant Geneva Call activities according to Geneva Call’s strategy and operational procedures for the project with Syrian civil society in Lebanon. Managing all logistical and practical arrangements and ensuring timely delivery of appropriate reporting on the evolvement of the work plan.
Monitoring the implementation of the project activities to ensure that outputs, outcomes and expected results are achieved, the budget is respected, and donor requirements are fulfilled and ensuring timely delivery of appropriate financial reporting.
Identifying context-based fundraising opportunities and ensuring appropriate follow up.
Security
Following security rules and procedures for Lebanon in line with Geneva Call global security framework.
Preparing, coordinating and participating in field missions and other activities.
Monitoring the security situation vis-à-vis the project and mitigating risks as necessary.
May be required to travel to areas at risk from war or other security problems.
Contacts
Actively contributing to the external representation of Geneva Call to key interlocutors through representation/participation in meetings, active networking.
Contributing to build and maintain a network of counterparts with the main humanitarian key players and to strengthen Geneva Call’s role and added value within the humanitarian networks.
Internal communication/reporting
Managing safe-keeping of information and knowledge, for the project.
Managing the flow of information for the project, both internally and externally, ensuring the proper formats, procedures and mechanisms are followed.
Ensuring timely delivery of appropriate reporting towards concerned Geneva Call representatives and donors.
Ensuring paper and electronic filing of all documents related to the project under his/her responsibility
HR/Administration/Logistics
Support management of the Lebanon office according to Geneva Call operational strategy and with the support of relevant support departments.
Contributing to the identification of staffing needs, assisting in recruitment and selection processes (including coaching and evaluating) of the staff.
Preparing, coordinating and participating in field missions and other activities.
Assisting with translation and interpretation, notably during Geneva Call’s staff field visits and translating documents for operational use.
REQUIRED QUALIFICATIONS
At least 3 years of relevant field experience in a humanitarian organization.
Advanced degree in international relations or International Humanitarian Law and Human Rights Law, political science or a related field of education.
Strong ability to analyse information, evaluate options and to think and plan strategically.
Excellent interpersonal, communication and skills with experience of negotiation with stakeholders.
Ability to work under pressure and in conflict-affected settings, and to handle numerous tasks simultaneously.
Willingness to work independently and with minimum supervision, and as a part of a multicultural team.
Strong organizational and reporting skills.
Excellent command of English and Arabic languages (both oral and written). French language would be an asset.
Demonstrable computer literacy, including the MS package.
Conflict of interest
Any candidate affiliated to or openly supporting one or more interest groups contrary to the principles and values of the Foundation, or whose previous activity could cause difficulties for the safety of women and men co-workers at Geneva Call will be excluded from this selection process.
CONDITIONS
Full time position, 100 %
Fixed-term contract (1 year with a possible extension of 1 year)
The position is to be based in Beirut/Lebanon, with regular travel within Lebanon and other locations in the Middle East Region.
