ToR for PROJECT COORDINATOR (WASH) - NATIONALS only
JOB DESCRIPTION:
CISP is active in South Lebanon implementing projects funded by UNHCR, UNICEF, and EU and targeting both Syrian Refugees and hosting communities in the Governorates of South Lebanon and Nabatiyeh.
Sectors of activity: Shelter, WASH, Basic Assistance (Core Relief Items) and others.
Target districts: Hasbaya, Marjaayoun, Nabatiye, Tyre (with possibility to extend to other areas).
CISP is opening a selection for Project coordinator. The candidates will be evaluated according to CISP evaluation grid and will be ranked according to scoring assigned during selection.
Period: starting July till end of December 2017 with 2 months probation (upon confirmation of funds)
Reports to: Area manager and Country Coordinator
Base office: Marjaayoun with duties to be attended in Tyr and Beirut areas
The Project Coordinator has the operational responsibility of the project and is in charge for the fulfilment of the technical, financial and organisational requirements of the project, as per the contractual obligations of CISP vis à vis the donors and the relevant Lebanese bodies.
Apart from the specific details of the assignments related to any individual project, the main duties and responsibilities of the Project Coordinator include the following:
1. Planning coordination, management and monitoring of UNICEF South Project;
2. Contacts with local partners and institutions involved in the implementation of the projects;
3. Arranging of needed agreements with partners and institutions involved in the projects;
4. Elaboration of documents related to the implementation of the Projects:
a. Activities plans;
b. Narrative and financial reports;
c. Request of variations – if needed – to be approved by donor;
d. Tender documents, offers requests and any other documents related to the execution of works and/or supplies foreseen in the Project.
5. Administrative duties and responsibilities:
a. Following on monthly accounting (Prime Note) for the Projects;
b. Collecting of offers when needed;
c. Financial Planning and identification of any financial commitments needed for the implementation of the Project.
6. Management of financial and logistic resources of the projects;
7. Identification, recruitment, management and supervision of the local personnel working in the Projects; Monitoring of duties and activities carried out by Projects’ staff; Monitoring the application of CISP’s Code of Conduct;
8. Definition and/or application of general and specific criteria about CISP office functioning, according to indications from the Country Representative, among which: a) use of vehicles and other CISP office goods and equipment; b) adopting needed security measures for the CISP staff; c) management of projects documents files and records and contracts; d) periodical meetings with the project staff, elaborations of minutes and sharing them with the Country Representative;
9. Collecting information and supporting in writing Project proposals.
10. Any other specific task or duty could be requested by the CISP Country Representative.
Note:
As a project coordinator, the selected candidate shall coordinate UNICEF team and activities directly and shall support the team of the different other projects based in Marjaayoun according to his/her capacities and expertise.
All tasks of the Project Coordinator are to be implemented in coordination and under the supervision of the Area Manager and the Country Representative. Moreover, administrative and financial tasks are to be coordinated with the Country Administrator.
All field activities are to be coordinated with other Project and Field coordinators of South Area.
THE CANDIDATE’S REQUIREMENTS:
Essential:
• University Degree in in engineering, geology or other fields related with WASH;
• At least 3 years of experience in project coordination with NGOs;
• Very good knowledge of Microsoft Office package, especially Excel (formulas, pivot tables, macros, etc.) and Word (mailing options) but not limited to them;
• Good computer skills;
• Proficiency in English and Arabic both oral and written;
• Knowledge of the online information systems (ActivityInfo and RAIS);
• Good capacity in organizing information efficiently and synthetically;
• Very good capacity of analysis being supportive with other staff in finding viable solutions to the management of the information;
• Very good communication skills;
• Willingness and ability to be flexible
• Be rigorous, precise, calm and polite
• Excellent inter personnel skills and team spirit.
• Valid driving license

• Residence in South Lebanon
