We are looking for a highly qualified candidate who can fit the position of Monitoring, Evaluation and Learning Officer in Akkar.
Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job
The role of the MEL Officer is to conduct monitoring activities and to communicate information, gather data from the field and follow up on activities in order to get feedback on the quality and relevance of the assistance. The MEL Officer will also analyze data and write reports.
Duties and Responsibilities
• Assist the MEL Senior Officer/Manager carry out the daily/weekly/monthly work plan and the administrative and logistic requirements of the M&E team.
• Ensure the monitoring schedule, data collection targets and reporting deadlines are adhered to.
• Plan, implement, monitor and evaluate the activities of the different programs, with a specific focus on activities related to housing and infrastructure.
• Provide the staff with appropriate monitoring tools such as household interviews, post-distribution monitoring, field assessment, checklists, etc.
• Work closely with all DRC staff on the monitoring of various activities and ensure timely reporting on it.
• Analyse data, create visuals (such as graphs and charts) and contribute to writing reports;
• Identify and refer/report individuals with special needs, protection concerns, and any problems with DRC services to relevant program staff, and ensure/facilitate the qualitative and quantitative monitoring and evaluation of all the activities.
• Conduct participatory monitoring activities, such as household interviews, post-distribution monitoring, focus group discussions and/or community visits, with DRC beneficiaries to get information and feedback on the quality and relevance of activities.
• Work closely with local partners, planning and coordinating joint activities.
• Provide regular verbal and written feedback on field observations and monitoring findings to the MEL Senior Officer/Manager and relevant program staff.
• Any other duties as requested by the MEL Manager.

Required qualifications
• A minimum of 2-3 years of relevant work experience – preferably in social work, community development, non-government, outreach organizations, monitoring and evaluation, data collection and/or statistics, engineering (preferred)
• A minimum of 1 year of relevant work experience with housing and infrastructure/ shelter
• Experience using survey and/or database software tools;
• Experience analyzing data, using visuals (like graphs and charts) and writing reports;
• Experience working with vulnerable communities, families and individuals, including those with special needs;
• Good knowledge of local context and community in the Akkar area;
• IT skills, particularly Microsoft Office suite (Excel experience preferred) and ODK;
• Excellent interpersonal/communication skills and a strong team spirit.
• Self-motivated and organized with a demonstrated capacity to manage time and personal work plan.
Desirable qualifications
Ideally, you will also have:
• Fluency (native speaker) in written and spoken Arabic.
• Strong knowledge of written and spoken English.
We offer
DRC will offer the successful applicant a contract till the end of December 2017, renewable dependent on both funding and performance. You must be available to start work from the Mid. of July 2017 and be willing and able to work in Akkar.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level C1, equivalent to 1,650$ per month.
