Project Manager: Positive Pathways To Education, Tripoli

  Detailed Responsibilities & Tasks Responsibility #1: Project Implementation Ensure project cycle management as detailed below: •         Ensure the overall project implementation as per donor agreement, CARE guidelines, and agreed implementation strategy; •         Develop, update and align with detailed work plan, in line with donor agreement and CARE coordinator; •         Conduct regular field monitoring visits to provide support to partners and to ensure quality implementation, as well as peer-to-peer learning; •         Ensure that partners and stakeholders keep abreast of the Positive Deviance Approach throughout the project period; •         Coordinate co-deign workshops with key stakeholders of the project; •         Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with beneficiaries, stakeholders and partners; •         Manage budget spending and forecast including tracking and managing partners’ spending; •         Ensure procurement orders are timely placed and communicated to the procurement department, according to CARE procedures. Responsibility #2: Representation and Coordination •         In close collaboration with sector Coordinator, ensure CARE representation in the relevant technical coordination meetings at field level; •         Plan and facilitate kick-off workshop with partners, as well as coordinate partner meetings throughout the project period; •         Organize field visits by donors, peer agencies, CARE Members, Media, etc.; •         Coordinate closely with other project managers and coordinators to ensure synergies; •         Work closely with admin, logistics, procurement, and HR units to ensure the success of the project by initiating relevant planning tools (such as procurement plans) and regular coordination meetings. Responsibility #3: Reporting & Information sharing •         Ensure partner NGOs regularly report to CARE according to established procedures. •         Draft narrative and quantitative reports as per CARE internal requirements and donor requirements. •         Ensure internal communication and data sharing on project with relevant departments specifically MEAL, grants, communications, and advocacy The Project Manager will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in CARE Lebanon. Job Summary: CARE International in Lebanon is looking for a highly qualified Project Manager responsible for the timely and quality implementation of an upcoming pilot project that CARE is to be awarded in Tripoli. The pilot project will address a key turning point in girls’ pathway to education and empowerment in Lebanon – the transition from intermediate to secondary school. The project will use the Positive Deviance approach and hereby obtain valuable insights into why a small group of girls aged 15-18 advance to secondary education. These insights will subsequently be used to identify and explore which approaches effectively create and secure pathways back into secondary education for those girls not in school or at risk of dropping out. Further, it is the vision that the group of girls who have made it to secondary education will become change-makers who can influence their own communities and serve as mentors for other girls at risk of leaving school before developing the skills and conceptual knowledge needed to pursue meaningful learning and life options   The position entails planning, implementation, working with partners, and ensuring some of the most vulnerable communities in and around Tripoli benefit from this initiative. The Project Manager is responsible for compliance with contractual agreements, best practice and as per the Government of Lebanon standard operation procedures.        Proven Experience: Required skills At least 5 years of experience as a project manager in an international NGO, preferably in education, girls programs and/or protection with an understanding of the Lebanese socio-economic context and how it affects both refugees and host communities. At least 3 year of experience in implementing projects with and through partner organizations and government authorities particularly education authorities. Preferred skills Knowledgeable about the Positive Deviance approach and experience in implementing the approach.    Competencies Strong capacities in project cycle management, including ensuring that budget utilization complies with donor regulation; Outstanding skills in connecting and closely collaborate with partners, as well as mentoring, capacity and skills development, promoting peer-to-peer learning and building networks;; Excellent skills in facilitating and coordinating participatory, co-creative and open design processes with (youth) participants;  Demonstrated capacity of mentoring and working with adolescent girls from marginalized communities; Familiarity with country context, social norms and sensitivity to traditions and customs of the beneficiary groups; Profound insight about the education sector in Lebanon, hereunder knowledge about education authorities, official education policies, as well as understanding of other relevant key actors’ services and programs; Excellent knowledge of SGBV protection challenges in Lebanon, guiding principles and core concepts. Desirable Knowledge and expertise in implementing the Positive Deviance approach.   This position is open until filled.
