Monitoring, Evaluation, Accountability And Learning Officer - Had - Zahle

Objective 1: Implementing the Assessment, Monitoring and Evaluation plan per project Participation in defining methodologies for major baseline and needs assessment studies; Supporting field teams in routine needs assessments and baselines; Keep track of all projects and grants assessment, monitoring and evaluation schedules and implementation of monitoring and evaluation procedures; Ensuring quality and accuracy of data and the serious follow up of available guidelines; Ensuring a good communication with operational and IM teams on preparation of MEAL activities, implementation and results. Objective 2:    Participate to the writing process of new grant proposals and project reports at base level In coordination with the Operations teams, follow-up proposal/reporting priorities according to the grants’ timeline follow up; Contribute to the proposals and reporting compiling and editing process at base level Participation in the preparation of results frameworks, performance monitoring and evaluation plans for new projects including the harmonization/standardization of indicators, data collection methodologies, time lines and measurement tools; In collaboration with the implementation team, to identify new areas of intervention and needs assessment.   Objective 3: Capitalization/Institutional Knowledge Building To organize training sessions on MEAL-related topics; To organize regular lessons learnt sessions with the implementation teams by presenting the results of assessments and evaluations and formulating recommendations; Maintaining a resource library related to the specific Field office/geographical area with internal or external information (such as assessments reports, post intervention reports, relevant external reports).   Objective 4.    Organization and Follow up To implement and follow up the MEAL department activities in direct collaboration with operations teams; To ensure proper coordination and liaison with the programs departments.   Objective 5: Accountability and Learning •             To implement beneficiary complaint mechanism protocol, building on the existing processes and through presentation of SOPs; •             Routine capitalization of the lessons learned and ensuring that these are fed into the program and strategy development.   Objective 6: Coordination and representation •             Ensure a good communication/coordination with program and support departments; •             Participate in external coordination meetings as required.   Objective 7: To demonstrate an ethic and professional practice Respect beneficiary confidentiality; Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners; Address needs and requests in a professional way; Report any incident or act that causes any harm to beneficiary or to others; Always interact with children with the presence of their parents or caregivers; Always respect a refusal of treatment.     Objective 8: Demonstrate willingness to improve professional competences and abilities to increase care quality Demonstrate motivation at work; Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities…; Participate in the different activities that are common to all team members; Respect each team member’s positions, work, and specialty; Adapt to special situations or demands from supervisor (reporting, etc.)   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.   QUALIFICATION/ REQUIREMENTS   Distinguish mandatory and desirable requirements Background •             Baccalaureate/University degree in social science, or any other relevant field •             At least 2 years’ experience working for an NGO in an implementation team – 1 years’ experience in humanitarian projects’ Monitoring & Evaluation •             Very good analytical and writing skills / High understanding of project cycle management   Languages: Fluent in Arabic and English (speaking/reading/writing) Computer skills: •             Excellent knowledge of the MS office software (including Word, Excel, Power Point, Outlook) •             (Desirable) Competence in using data analysis software (Sphinx, STATA, SPSS…) Personal qualities & soft skills: •             Strong interpersonal and intercultural skills; Team management; Good knowledge of humanitarian actors and donors; Ability to work under high pressure with a great level of personal organization
