  Background: “Quality Instruction Towards Access and Basic Education Improvement”, USAID-funded QITABI is a four-year project, implemented by World Learning (WL). QITABI aims to improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across the Ministry of Education and Higher Education (MEHE), in Lebanon.  The project has three components: Component1: Improving reading outcomes for primary level public school students Component 2: Expanding access to safe and relevant education for vulnerable public school students Component 3: Strengthening management (resilience) in the education system to better direct and monitor education   World Learning has an immediate vacancy for a short-term consultancy for 6-six month “Monitoring and Evaluation Delegate” for its QITABI project. Scope of Work The contractor will provide technical assistance and practical support to the primary education directorate at the Ministry of Education and Higher Education (MEHE), within component 3 of project QITABI, that aims to enhance the capacity of the education administration to collect and manage information and to make policy decisions that are based on a precise understanding of student achievement and teacher performance, particularly in the Arabic subject in cycle one of primary education. Tasks -       The contractor will conduct all tasks assigned to them by the head of the public education department at the primary education directorate at MEHE -       Collect information from the schools and develop the relevant reports -       Develop the necessary tools to allow the directorate to monitor the performance of teachers and principals, particularly in relation to teaching Arabic in cycle one of primary education, in addition to the use of ICT in teaching. Qualifications -       Holder of a university degree in education, public administration, ICT or a similar field. -       Proficient in English and Arabic -       Proficient in the use of Microsoft Office applications, especially Excel/Word/PowerPoint; knowledge of Microsoft Access is an asset Period of Assignment: Six months (renewable)   مشروع QITABI يدعو المهتمين في التعاقد من الإختصاصيين في مجال التقييم والتطوير الإداري لإرسال سيرتهم الذاتية   مجال العمل على المتعاقد أن يقدم الدعم التقني والمساعدة الفنية والعملية في مديرية التعليم الابتدائي - المديرية العامة للتربية في وزارة التربية والتعليم العالي، في اطار المكون الأول من مشروع –QITABI،  الذي يهدف من ضمن مكوناته الثلاث الى تحسين قدرة الادارة التربوية على جمع المعلومات وادارتها واتخاذ القرارات وصناعة السياسيات المبنية على الفهم الدقيق لواقع النتائج عند الطلاب وواقع الاداء عند المعلمين/ات، خاصة في ما يتعلق بمادة اللغة العربية في الحلقة الأولى من التعليم الأساسي.  المهمات - القيام بالمهمات التي يكلفه/ها بها رئيس دائرة التعليم الرسمي في مديرية التعليم الإبتدائي – المديرية العامة للتربية. - جمع  البيانات الواردة من المدارس واعداد التقارير ذات الصلة - تطوير الأدوات المناسبة لتمكين  المديرية من متابعة أداء المعلمين/ات والمدراء، خاصة في ما يختص بتعليم اللغة العربية في الحلقة الأولى من التعليم الأساسي، واستخدام المعلوماتية في التعليم المؤهلات -         ان يكون حاصلا على اجازة جامعية في مجال التربية أو الإدارة العامة أو المعلوماتية أو في مجال مشابه -         أن يكون متمكنا في اللغتين العربية والانكليزية -         ان يكون متمكنا في استخدام برامج Microsoft Office وخاصة Excel/Word/Powerpoint، الالمام بـ Access هو قيمة مضافة مدة التعاقد ستة أشهر قابلة للتجديد
