Wash Officer

Job Purpose: The WASH Officer will be responsible to assist the WaSH manager in the management of the whole WaSH operation ranging from scheduling, implementing and supervising activities based on work plan and budget, managing the WaSH team, internal and external reporting, coordination with partners and stakeholders, data collection, financial management of operation and procurement.   Generic Duties:   Under the supervision of the international WaSH Manager, contribute to the drafting of project proposals, concept notes and budget revisions related to WaSH operation. Coordinate data retrieval, collection and documentation related to WaSH operation in Bekaa and, when required, to other areas of Lebanon; Supported by the international WaSH Manager and the Information Management team, process and analyse collected information and data from the field in order to report outcome to INTERSOS and/or the partner as well as to readjust then work plan, approach and/or strategy Supported by WaSH Manager, draft internal and external written reports by using appropriate existing tools and templates (INTERSOS & partner). Ensure proper access, archiving and storage of data and information related to WaSH operation by considering given standards of confidentiality of personalized data and information Contribute to the drafting of tender documents, collection and evaluation of the bids; Participate in the coordination with partners and stakeholders which includes meeting attendance at local and national level.     Specific Duties: (Can be adapted to the particularities of the job location and the requirement of the project. This section shall be revised whenever a new employee is hired).   Management of WaSH Monitor Team The WaSH Officer will be the line manager of the WaSH Monitors. He/She will be responsible for planning and monitoring their activities in terms of achievements, impact, quality and accountability.   Supervise all activities related to water trucking: planning, monitoring and quality testing. Assure high quality and accountability in providing water trucking services Cross-check documentation of operation based input from the service providers Supervise all the activities related to Hygiene Promotion: planning, monitoring and impact measuring. Under the supervision of the international WaSH Manager, ensure the delivery of appropriate hygiene sensitization/awareness response to targeted refugees Coordinate the hygiene promotion teams and indicate clearly the strategy of the intervention and its targets; Ensure the respect of technical quality and standards for hygiene promotion operations Collect technical information before and after hygiene interventions in settlements to report to the international WaSH Manager for analytical purposes linked to hygiene associated risks and challenges. Ensure the proper implementation of awareness sessions in areas of intervention in coordination with the WASH monitor to provide the refugee targeted population with technical inputs and guidance on water, solid waste and sanitation facilities management, use and maintenance. Manage the Hygiene promotion related logistics, equipment and material; Ensure community mobilization and information sharing related to WaSH operations and proper community/beneficiary feedback on regular basis; Any other task not here listed and necessary to the projects achievement in the sector and area of assignment.   Competencies:  (Knowledge, Skills & Abilities)   Professional Competencies: -      Minimum 3 years of relevant work experience. -      Excellent Computer literacy (Word, Excel) -      Excellent Reporting skills     Behavioural competencies: -                     High confidentiality, respect and non-discrimination attitude. -                     Ability to analyse and evaluate. -                     Strong diplomatic, interpersonal and communications skills.
