PURPOSE OF THE JOB
Under the direct supervision of the Contracts Specialist, as per the Country Office (CO) and project set up, works in close collaboration with government counterparts and other parties to provide capacity assessment and development expertise in the area of procurement and supply management. Advises on all matters of procurement including procurement strategy, specification of goods and services, sourcing strategies, key procurement processes and systems, contract and supplier management, leadership and governance, performance management and people development.
KEY END-RESULTS
Systematic assessments of partners' procurement practices in place. Rapid and relevant responses and assistance provided to evolving supply needs and situations of partners, with a priority on achieving value for money.
Methodology for assessment and analysis of the procurement function including review and follow up on relevant Harmonized Approach to Cash Transfer (HACT) assessments and stakeholder mapping in place
Professional assistance and training provided for capacity-building of Government counterparts and partners in order to enhance efficient, effective and timely delivery of supplies. Government counterpart and implementing partners accountability is ensured for supply assistance. Government counterparts and implementing partners are orientated and trained in Public Procurement principles and are familiar with UNICEF supply assistance policies and procedures.
Effective procurement training conducted to attain lowest cost without sacrificing quality.
Effective collaboration and partnership in supply/procurements/purchasing/contracting/logistics with internal and external counterparts developed and maintained through better coordination, communication and networking
KEY ACCOUNTABILITIES and DUTIES & TASKS
1. Implement and revise methodology for assessment and analysis of the procurement function including review and follow up on relevant Harmonized Approach to Cash Transfer (HACT) assessments and stakeholder mapping
2. Conduct interactive meetings with concerned stakeholders including government authorities and sector partners/stakeholders at all levels
3. Provide a clear framework for understanding and measuring current procurement performance including in areas of:
Procurement strategy and objectives
Specification of goods and services
Sourcing strategies
Key procurement processes and systems
Contract and supplier management
People
Performance management
4. Make appropriate recommendations to strengthen the system and to create a foundation for further improvement
5. Work with government counterparts and implementing partners to develop a capacity development strategy including opportunities for optimizing processes and systems strengthening, and potential training needs
6. Suggest a coordination mechanism to accelerate implementation of improvement initiatives and to facilitate communication and monitoring
7. Support Government and implementing partner capacity-building in order to enhance efficient, effective and timely supply delivery.
Plan, design and conduct training for counterparts in supply management, customs clearance, distribution and inventory of supplies and equipment in order to improve supply delivery.
Assists in the identification of training needs and plan training activities in supply administration for counterparts, to improve supply delivery.
8. Provide advice to the Government counterparts and implementing partners on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment.
QUALIFICATION and COMPETENCIES (indicates the level of proficiency required for the job.)
Education
Educational qualification in relevant areas (transport or logistics operations/management, supply change management, etc.)
University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting.
Work Experience
Minimum 2 years of progressively responsible professional work experience at national level in procurement, supply/logistics management. Experience in conducting an assessment, survey, study and analysis of comprehensive information concerning procurement processes as well as in capacity development will be an advantage.
Language Proficiency
Fluency in English, Arabic and French are assets
