Background   CARE France is amongst the largest international humanitarian and development organization networks. In 2016, CARE France was working in 32 countries and has the management responsibility of CARE programs and operations in Lebanon, Morocco, Cameroon, and Madagascar with a headquarters in Paris.   To find out more about CARE: www.carefrance.org   CARE International Lebanon under the management of CARE France is currently seeking a short term consultant to assist in Finance and Program Support. This is expected to be for 4-6 weeks and the Consultant will work closely with the Country Director and Finance in France and Lebanon to achieve the following deliverables.     Description of Consultancy Tasks.   Finance and Procurement   Provides advice to the Finance Department Senior Grants and Senior Finance Officers to ensure all general accountancy and grants reporting are on track as per the approved plans and according to budgets. Ensure the year end closing is fully prepared and accurate and all expenditure until June 30th is captured and guided by the CARE France closing timetable. Review and provide advice on any over/under-expenditures by FY17 closing Lead the preparation for the Lebanese Cash Consortium ensuring all documentation is ready and prepared for the auditors to review and highlight any missing documentation and take measures to ensure all risk is mitigated. Review all budgets submitted to donors within the consultancy period and provide advice. Review and monitors the Country Offices financial policies, systems and procedures and prepare a process flow between finance, program and procurement which includes expected time periods. Reviews statements, staff payroll, financial reports, journal entries, and cash receipts to ensure accuracy and provide expertise to the Finance Department if corrections are needed. Review and adjust and advise where necessary the amount to be charged to all projects depending on the LOE of each staff member and ensure that correct charging is routinely being performed. Perform a detailed review of the Procurement practices in CARE International Lebanon providing advice on process flows, unblocking bottle necks and pre-approved vendor data base. The consultant will provide a full report after the first two weeks of progress on deliverables. Outputs of the consultancy will: a)      Provide all documentation in an ordered manner for audit under a specific project 2015-2017. b)     Provide estimated LOE for all staff vis a vis what they need to be charging hence working on each month as far as possible and that charging is correct. c)      Guide the year end closing process in accordance with CARE France and CARE International guidelines and calendar (to be provided) d)     A report on Procurement and any recommendations for improving speed and efficiency.   Profile  Education and Training  MS Degree in Accounting, Finance or Business Management or equivalent Skills and past experience  Experience as a Finance Director for an international NGO. Knowledge of SAGA software is an advantage Languages  Fluency in English is mandatory Application condition and modalities     Contract:  Consultancy Start: asap End date:  For 6 weeks from start date. Salary: according to profile and CIL salary scale Location: Beirut    Application Procedure For individual consultants: Please submit your technical and financial proposal to undertake the above activities. The Consultant should submit a detailed proposal with the following components: a) Technical proposal to include: Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used; A proposed activities schedule/work plan with timeframe (including a Gantt chart) Copy of the CV; Three references; Copy of newly issued judgmental record; Copy of ID   b) Financial proposal detailing the following: Itemized consultant’s fees and costs - consultant should indicate professional daily rate Provide proof of Ministry of Finance registration (Fiscal number)     In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.   Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.   For registered firms:   “Vendor Profile” a document to be filled by the bidder to give a brief about the Travel agency. “Proof of Company Registration” Official Registration Documents “Vendors References” The details of the names, address and contact telephone of three (3) clients for whom the same type of services were provided in various and disperse geographic locations in addition to copies if official references letters provided by these references. CARE reserves the right to contact these references, without notifying the bidder. Financial Offer or detailed Price offer with explanatory notes if necessary,.
