Technical Officer - Education

PURPOSE OF POSITION: This position will follow up on the quality of the Education project activities implemented on at field and Area Program level. He/she will do the appropriate follow up, coaching of the relevant staff, training them and the partners on the technical program standards, approaches and requirements. MAJOR RESPONSIBILITIES: 70% Support quality assurance within field implementation Conduct observations in classrooms and at parent sessions and provide recommendations to the center supervisors, outreach team and caregivers; Assist project staff in understanding and adapting ECE project models to local contexts; Set with relevant field staff plan per project for beneficiary participatory approaches. Support Technical Education Coordinator in finding solutions to material purchase difficulties or delays that are affecting the program quality implementation as per the ECCD TP standards. Assess the needs of local education stakeholders and coordinate the mapping of field ECCD partners Coach the Early Childhood Caregivers and outreach team in setting weekly plans, and review their weekly plans through field visits or remotely. Conduct regular observations of center sessions and physical standards at least twice per month per center. Develop plans with the Technical Education Coordinator for building the capacity of the projects staff; Train and coach the staff on the ECE tools, curricula and approaches as per the ECCD TP guidelines and standards. Set meetings and TLC (Teachers Learning Circles) with the ECE caregivers and center supervisors to follow up on the implementation and to address challenges. Review ToRs for capacity building or other related activities including meeting with consultants and following up on the implementation plan and deliverables in coordination with the project managers; Support the center supervisor and outreach team to plan monthly meetings for parents by preparing awareness sessions on relevant topics of child care. Participate in the development of advocacy plans and in lessons learned events within ECCD projects Contribute to the recruitment of relevant staff for each project such as outreach, teachers, assistants, etc. Minimum quality standards of the Early Childhood Education are applied and met at project field level. 20% Support project level tracking, reporting on activities and filing Check files of children that are compiled by teachers to ensure completeness, and documentation of competencies gained and skills needed to access formal education. Review project progress reports for technical completeness and quality. Ensure the implementation Ages and Stages (ASQ) (including training of staff on too, setting plan for administration of tool) and support the Education technical coordinator in the analysis; Fill out all checklists needed as per technical guidelines. 5% Ensure children’s safety and protection Work in compliance with and respect of the principles of Child Protection and confidentiality, working with refugee and host communities with sensitivity Identify safety issues and follow-up with the center supervisor on the safety and security of the chosen locations Ensure the ECE Caregivers are raising any health issues to the center supervisors. 5% Other duties Attend and participate in local and international training and capacity building events as needed Attend and participate in spiritual nurture events and other organizational events. Participate, when possible and necessary, in coordination meetings at local Level with Education Stakeholders other coordination meetings and workshops. Provide technical feedback on the performance of relevant field education staff, in coordination with the appropriate manager. KNOWLEDGE, SKILLS AND ABILITIES Bachelor degree in Education related field (kindergarten studies, psychology, social work, specialized education (Orto-pedagogue, psychometrician, speech therapist… ); Knowledge and experience working with children, in a KG setting Knowledge of safety issues concerning infants and children Ability to train and coach staff, on ECE, Facilitation skills, parent's empowerment Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills; Experience and willingness to take initiatives in all potential Education areas: early childhood education, care and development, basic literacy and numeracy, Remedial Education, Work with youth, etc. Good analytical and writing skills; Good interpersonal skills, influencing skills and cross-cultural sensitivity; Effective in written and oral communication in English; Able to work on multifunctional tasks in the pressure of time and organizational changes; Strong computer skills including Word, Excel, PowerPoint At least 2 years relevant experience in the mentioned fields Experience in capacity building processes, tools and methodologies Two years or more NGO experience in the humanitarian and development fields respectively Valid driving license (in Lebanon) for more than 2 years is required. Excellent written English, with fluency in speaking Arabic and English Knowledge of child protection and Psycho-Social support programming Good command of both English and French, both written and oral 70% field work (centre/informal tented settlements) and 30% Office work. Position requires availability and willingness to work outside regular office hours occasionally. Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
