Community Engagement Officer

MISSIONGoal / Purpose:Under the supervision of the Integrated Approach Activity Manager and the WASH & Shelter Program Manager, the Community Engagement Officer is in charge of the involvement and participation of the community in the neighborhood upgrading activities in the area of intervention. Responsibilities: General responsibilities• To work on the involvement and the participation of the members of the community in the different activities and to develop a comprehensive/ participatory approach with the communities targeted. • Conduct monitoring of the activities, analysis of the data collected and plan activities accordingly.• Report daily activities, incidents, achievements and adaptations made to the management.• Represent SOLIDARITES INTERNATIONAL when necessary (during meetings and trainings, or in other SOL programs) Task Description: Assessment and DiagnosticIn the preliminary stage of the project, the Community Engagement Officer:• Identify key stakeholders of the community and their area of intervention and influence• Collect data from the community (possibly participate in the baseline survey)• Help defining selection criteria for beneficiaries Community involvement and identification of key projects• Support the participatory approach and identification of key projects in the community through appropriate and relevant participatory methodologies (i.e. mapping, exploratory walks, Focus Group Discussions…).• Facilitate the discussion among relevant stakeholders to achieve agreement on projects selected.• Prevention of security incidents by good communication with Security F. P. and by reporting any suspect or unusual events detected on the field.• Support the communication with authorities if required. Participatory designOnce the sites of intervention are identified, the Community Engagement Officer (in close collaboration with the Construction Supervisor) ensures that the final design of spaces/facilities/sites is agreed and discussed in a participatory manner. • Ensures that the community is informed of the process• Makes sure that key stakeholders and representatives of different targeted groups are part of the design exercise• Facilitate the discussion to achieve agreement on design choices• Get approval from the representatives of the community• Follow-up on complaints and reports to supervisors. Work implementation• Serves as a community facilitator: he/she is available on site to receive complaints and comments• Makes sure that the community is included in the implementation process (workers selection criteria if applicable, feedbacks…)• Communicates on the process (explains threats’ and amendments if needed, expected duration of activities…) Community activities (murals, inauguration, awareness days…)On specific community life’s events, he/she• Helps the planning and implementation of activities• Spreads messages/information in the community.• Supports the Hygiene Promoters in promoting key messages• Conduct information/sensitization campaigns and community assemblies in the field Monitoring of activities and Reporting• Conduct regular monitoring of the good process and impact of the activities, adapt implementation and plan activities accordingly as well as ensuring that the results are matching with the indicators of the program.• Share formalized information and progress with the team involved on the project on a regular basis• Follow up on other actors activities in the area.• Attend relevant meeting when relevant and requested by the line manger• Compile carefully internal and external reports, according to the templates and guidelines in use in the program• And also:• Inform the community about SOLIDARITES INTERNATIONAL’s activities and answer any question related to the organization and the program• Conduct assessments and surveys in the field and to report on constraints.• Organize and implement trainings in collaboration with other internal/external agencies and (or) private trainers• Attend relevant internal and external training, according to management recommendations • The above list is a non-exhaustive one, nor limitative.The Community Engagement Officer may be asked to drive SOL cars and to respect the driving policies set by the logistic department and attached to this document.The Community Engagement Officer could be asked to cover other responsibilities and tasks within the framework of his/her job on demand of both the Activity Manager and Program Manager.     Candidate’s profile:  Background in social work or Community Mobilization programs preferable Interest in community development projects Previous experience in humanitarian field preferable Strong social and communication skills Good teaching abilities Calm, diplomatic, understanding, problem solver and patient Comfortable with standard office software.  Capacity to use GIS software is a plus Good spoken and written Arabic and English Driving licence
