JOB PURPOSE
The Payroll Officer bears full responsibility for maintaining accurate and complete HR databases of all Oxfam programs within Lebanon Country Program. He/she will perform data entry, data cleansing, and accurate filing of all processed documents, as well as support in all administrative and legal related issues.

Dimensions:
Start to finish processing of the monthly payroll. Ensuring that payments are made accurately and on time.
Administration and reconciliation of pension and benefits deductions.
Processing of payments to third parties.
Responding to face to face queries and also queries from the generic payroll and staff expenses inbox in a timely manner
Documentation of processes and procedures as required
Continual learning via, research, mentoring and self investigation to ensure understanding of legislation, Oxfam policies and processes.
Assist the HR Manager with tasks as required
Provide a high level of customer service
Work accurately to a high standard in a time pressured environment
key Responsibilities:
Enter the data into the HR data base and personal files and keep them up-to date in order to facilitate HR processes management (create new employee; edit the employee info; update the employee info; etc)
Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire.
Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
Update Social security & Tax office employee files in order to meet legal requirements and duties.
Execute administrative and legal related tasks under the supervision of the HR Manager; Follow-up with the NSSF Representative on NSSF and income taxes registration; Registration of all employees by sending all official NSSF and R3 documents to the ministries.
Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
Prepare all the Service providers contracts and payments.
Apply the HR policies and procedures as per the Lebanese Labor Law.
Makes sure all staff has the appropriate contract and personal files are kept up-to-date at all time.
Assist the HR Manager upon request.
Skills Experience and Knoweldge
Essential
2 - 3 years of experience in human resources; Professional experience with INGOs/NGOs and/or international experience is a plus;
Experience in managing payrolls and Human Resource Information systems for large numbers of staff
Experience in Income Tax Calculations and NSSF
Up to date with Lebanese payroll legislation and processes i.e. tax, national insurance and statutory payments
Experience of managing and reconciling an interface between HR and Payroll systems
Numerate and attention to detail
Good planning and organisational skills and ability to meet deadlines
Proficient in the use of Microsoft Office (Word & Excel)
Excellent communication skills – written and spoken
Able to demonstrate initiative and flexibility
Team player with excellent interpersonal skills
The ability to work under pressure and with employees from all levels.
Written and Spoken fluency in English and Arabic is required.
