Health Field Officer-Tyr

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC has a permanent mandate under International Law to take impartial action for prisoners, the wounded and sick, and civilians affected by conflict. The ICRC's main delegation in Lebanon is based in Beirut, and has three sub-delegations in Tripoli, Tyr and Zahle. The Health Field Officer position will be based in Tyr, with frequent field visits to Ein El Helwe Palestinian camp. Job Purpose: As a Health Field Officer, you will be in charge of ICRC technical management of a joint project to support Human Call Hospital including follow up on training, quality care, referrals and results based management. Respond to weapon wounded related emergencies (Weapon wounded/trauma), in cooperation with the health delegate and the ICRC senior surgeon. Present the ICRC principles, mandate and activities to interlocutors and beneficiaries at a district level. Develop and maintain contacts with authorities or external interlocutors at various levels independently. Analyze the socio, economical, political and cultural situation of the covered area and its humanitarian consequences. Minimum required knowledge & experience: Health diploma: Medical Doctor or Nurse (additional Master in administration, finance and Logistic an asset) 3-5 years’ work experience, (preferred knowledge: surgical, ER (Emergency department) EMS (Emergency Medical department) OT (Operation Theater)) Good understanding of Lebanese health system Strong knowledge on hospital administration and Project management Very good knowledge of written and spoken English, Arabic, (French an asset) Very Good computer skills Good knowledge of the geographically assigned environment, including Palestinian file Very good analytical skills Very good diplomatic and negotiation skills, able to coordinate and cooperate in teams Team leadership skill Is flexible and can easily adjust and integrate in changing working environments Good knowledge on RCRC movement (Red Cross Red Crescent) Knowledge on humanitarian environment Specific Tasks and Responsibilities: He/she is able to follow up on logistics procedures and financial management of the Human Call project in Ein El Helwe. Organizes referrals and admission in the stabilization hospitals and referrals to ICRC supported structures in Beirut or Tripoli (requires on call service out of office hours) Contributes to the planning and implementation and running of health projects and programs in South Lebanon, mainly independently. Plans and organizes field trips Contributes to written reporting Spends a majority of time in Ein el Helwe Palestinian camp working in cooperation with Health and field teams in Tyr and with First Aid, Hospitals and Cooperation teams in Beirut. Understands, analyses and evaluates the situation of identified target population (including people affected by the Syrian conflict living in Lebanon) Knows, applies and complies with all the security, administrative/financial/logistics procedures linked to his/her work Coordinates with Partner National Societies (PNS) such as the Qatari Red Crescent Societies, Canadian Red Cross.. for the Human Call project. Coordinates with other humanitarian actors, national and international Interprets/translates meetings and documents and draft official letters to interlocutors
