Junior Non-Key Expert (Jnke) To Modernize And Update The Management Information System (Mis) And The Website Of Ecosoc

The main objective of the assignment of a JNKE for MIS and website development is to provide professional assistance, neutral advice and support for ECOSOC in two IT related tasks: a)      To modernize and update their Management Information System (MIS), including the development  and commissioning of an electronic system of archives, and migration of existing electronic archives b)      To modernize and update their website and provide necessary training The JNKE will act as an neutral IT expert in the interest of ECOSOC in order to analyze the existing MIS and website of ECOSOC, identify and document the needs of ECOSOC related to the MIS and the website and write the documentation needed to identify and contract two professional service providers, who will actually update or develop the MIS and the new website (technical and functional specification of the new MIS and the new website including the needed qualifications of the service providers). The two service providers will be selected through an open and transparent selection procedure according to the rules and procedures of the European Union. The JNKE will follow up on the development process. During the development of the new MIS and website, the JNKE will monitor the work of the service providers (quality control) and foster the cooperation and exchange of required information between the service providers and ECOSOC. The JNKE will also support ECOSOC in the migration of existing electronic archives into the new MIS system, how to fill the new website with content and provide training and coaching  for ECOSOC staff in using and maintaining the updated MIS and website. .    Methodology In close collaboration with the TL, the JNKE will provide professional consultancy services for ECOSOC related to the modernizing and updating the Management Information System (MIS) and the website of ECOSOC. In specific, the JNKE will: Meet with the responsible persons from ECOSOC in order to gather required information and analyze the existing Management Information System (MIS) and website of ECOSOC Prepare a status report about the existing MIS system and website of ECOSOC Define realistic requirements regarding the design, content and functionalities of the MIS in close cooperation with ECOSOC. The MIS should at least cover Customer Relationship Management (CRM tool), Enterprise Resource Planning (ERP tool) and an Electronic archiving system Support ECOSOC in defining the technical requirements for the hardware (specification of the server), needed to host and run a modern MIS system Develop the documentation (technical specification), needed to select a service provider to update / develop the MIS Assist ECOSOC in defining a website brief: strategy, target audience, main features, navigation structure, interactive features, technical requirements, implementation requirements (activity management, proposed schedule, budget, maintenance and running costs, etc.), support and maintenance requirements, provider qualifications, etc. Develop the documentation (specifications of the website) needed to select a service provider to update / develop the website Support the TAT and ECOSOC in the selection process for the service providers, mainly by setting the relevant quantitative and qualitative criteria for evaluating the two offers: technical, financial, general. Design an evaluation grid in XLS for the above criteria allowing to rate and compare the offers in a transparent way Support ECOSOC and the TAT in the monitoring the development process of the new MIS and website by the service provider (quality control) Support the ECOSOC and the TAT in the final acceptance of the new MIS and the new website (release of payment) Support ECOSOC in the migration of existing electronic archives into the new MIS system, mainly by demonstrating and training them how to do this in the most efficient way Provide training and coaching for ECOSOC staff in using and maintaining the updated MIS and website (at least 4 half-days of training for up to 5 staff from ECOSOC) Other tasks, assigned by the team leader in relation to the modernization and updating of the MIS and website of ECOSOC .    Place of work and deliverables The usual place of work is the project office in Beirut within the premises of ECOSOC. Besides providing advice, training and coaching for ECOSOC staff, the JNKE for MIS and website development will deliver the following documents: A status report about the existing MIS system and website of ECOSOC A functional specifications document (FSD) with detailed description of the  requirements regarding the design and functionalities of the MIS A detailed list of  the technical requirements for the hardware needed to host and run a modern MIS system (specification of the server) Documentation, needed to launch the procedure for selecting a service provider to update / develop the MIS (technical and functional specification / ToR of the new MIS including the needed qualifications of the service provider) Website brief: strategy, target audience, main features, navigation structure, interactive features, technical requirements, implementation requirements (activity management, proposed schedule, budget, maintenance and running costs, etc.), support and maintenance requirements Documentation needed to launch the procedure for selecting  a service provider to update / develop the website (technical and functional specification / ToR of the website, including the needed qualifications of the service provider) An evaluation grid in XLS to rate and compare the offers received in a transparent way by setting the relevant quantitative and qualitative criteria for evaluating the two offers: technical, financial and general. Standard documentation for “final acceptance” of the new MIS and the new website as pre-requisite for the release of payments Training and coaching plan for ECOSOC staff in using and maintaining the updated MIS and website (at least 4 half-days of training for up to 5 staff from ECOSOC) Short final report, summarizing the main tasks, fulfilled during the assignment, the achievements and the functionalities of the new MIS and the new website and providing recommendations for maintenance. A power point presentation to ECOSOC Management presenting findings/achievements  of his mission and recommendations   The JNKE reports to the team leader.   Language Working languages are Arabic and English. All documents and deliverables are to be provided in English. Of these, the project will translate a selection into Arabic, if needed.  Qualification and Experience of the Expert (selection criteria) Qualification and key competences: At least a Bachelor Degree in computer science, including website design, Management Information Systems (MIS) or related fields; Excellent verbal and written communication skills in English and Arabic. French will be considered as an asset Excellent writing and editing skills in English and Arabic (the CV provided will be used as one of the main proofs) Strong interpersonal and communication skills Strong analytical and organizational skills Understanding and application of the consulting principle of capacity development (proven by previous assignments and / or relevant further training)   Professional experience: Minimum 5 years of relevant professional experience in IT consultancy, related to the development of Management Information Systems (MIS) and websites development, ideally in public sector settings; Work experience as IT expert in minimum three (3) development projects, funded by national or international donors At least one work experience in ENPI region in the field is an asset; at least 5 previous work experiences in upgrading or developing MIS and websites
