Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up. Objectives: Under the responsibility of the Area Coordinator, the Monitoring and Evaluation officer (M&E officer) will be responsible for overseeing assessment and monitoring field collection, primary analysis of the data and the management field evaluators. The M&E officer is also expected to provide technical and methodological support in the development and management of relevant tools. According to the position, the M&E Officer must keep all the data confidential, and share it only with the designated persons. ACCOUNTABILITIES Line manager: Area Coordinator Line manager+1: Head of Mission    MAIN TASKS 1.         Data Collection Under the supervision of the Area Coordinator, lead the implementation of the needs assessment and M&E field activities; Ensure that the data are properly collected and available for analysis, reporting and future strategic orientations; 2.         Reporting and Data analysis Produce timely M&E and assessment reports including decision oriented information and recommendations; In close collaboration with the MEAL Coordinator, ensure the flexibility and adaptability of the monitoring process and tools to integrate amendments to the projects and context evolution; Contribute to other necessary reports upon request from line manager; 3.         Human Resources Management Manage the field evaluators schedule and objectives; Organise the monthly planning of monitoring activities in accordance with the priorities defined by the Area Coordinator; Organize formal briefings and debriefings and provide technical support to the evaluators on the field; Participate to a qualitative analysis of issues faced on the field and the lesson learning processes; Organize training/refreshment when needed; 4.         Ethic and Professional practice Respect beneficiaries’ confidentiality; Respect and promote HI’s policies and report to line manager any non respect of these policies amongst the teams or partners; Address needs and requests in a professional way; Report any incident or act that causes any harm to beneficiary or to others;   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.   REQUIREMENTS Education and experience: Bachelor Degree in social sciences, development studies, statistics or any other related field A minimum 2 to 3 years’ experience in a similar position preferably with local or international NGOs Computer Skills: Excellent knowledge in Microsoft office, especially Microsoft Excel Professional & Personal skills: Detail-oriented and able to work independently Fast learner, cultural sensitivity, and flexibility Willingness to travel outside Lebanon for work-related purposes Diplomacy and interpersonal skills Confident and incisive Able to work in intercultural environment Strong organizational skills Language: Mandatory English and Arabic (Fluency in written and spoken) French would be an asset JOB CONDITIONS Remuneration: according to HI salary grid Starting date: ASAP Duration/ Type of contract: based on a timeline project Others: Health insurance
